Joint resolution authorizing the execution of two agreements between Lake County and Pace Suburban Bus Division of the Regional Transportation Authority (RTA) providing terms and conditions by which Pace will coordinate operations of, and partially fund, the Lake County Northwest Demonstration Project for the expansion of paratransit services to meet the needs of the mobility challenged constituent population in Antioch, Avon, Grant and Lake Villa Townships and designated as Section 09-00280-01-ES.

 

Staff Summary

                     Pace:  Lake County Northwest Demonstration Project in Antioch, Avon, Grant and Lake Villa Townships

                     Lake County has received “New Freedom” grant funding, over 2 years, from the RTA for the expansion of paratransit services in said townships. Pace will supply 50% of the local match for this project (guaranteed for 1 year only at this time) and coordinate all operations of these services.

                     This resolution authorizes the execution of the two agreements with Pace.

R E S O L U T I O N

 

WHEREAS, this County Board of Lake County, Illinois, by prior resolution at its meeting of November 14, 2006, adopted a resolution in support of the Lake County Coordinated Transportation Services Committee (LCCTSC) goal to develop a borderless paratransit system service in Lake County to meet the needs of the mobility challenged constituent population; and

 

                     WHEREAS, Lake County by prior resolution authorized an agreement for the receipt of federal “New Freedom” grant funds, over 2 years, administered by the Regional Transportation Authority (RTA) to provide partial funding for the expansion of paratransit service in Lake County during weekdays in Antioch, Avon, Grant and Lake Villa Townships; and

 

                     WHEREAS, said “New Freedom” grant fund agreement calls for a local funding match of said funds; and

 

                     WHEREAS, Lake County and Pace Suburban Bus Division of the Regional Transportation Authority are desirous of entering into two agreements stating the terms and conditions by which Pace will coordinate all operations of the Lake County Northwest Demonstration Project and provide 50% of the required local match to the “New Freedom” grant funds (guaranteed for 1 year only at this time), a draft copy of said agreements attached hereto; and

 

                     WHEREAS, Pace has provided a letter dated August 21, 2009, attached hereto, indicating that the second year of funding is not guaranteed.

 

                     NOW, THEREFORE BE IT RESOLVED, by this County Board of Lake County, that the County Engineer is hereby authorized and directed to execute two agreements between Lake County and Pace Suburban Bus Division of the Regional Transportation Authority stating the terms and conditions by which Pace will coordinate all operations of said Lake County Northwest Demonstration Project and provide 50% local match of the “New Freedom” grant funds (guaranteed for 1 year only at this time).  This project designated as Section 09-00280-01-ES.
