Staff Summary

·      Under the terms of the agreement between the County and the North Shore Sanitary District (NSSD) there is a provision for the NSSD to adjust connection fees on an annual basis.

·      A notice was received from NSSD of an increase in the District's connection fee.

·      The NSSD has submitted documentation in support of a connection fee increase of $22 per P.E. or $88 per single family home.

·      The effected municipalities are the Villages of Hainesville, Grayslake, Gurnee, and the City of Waukegan.

·      This resolution provides notice to all of the user municipalities in the service area of the NSSD connection fee increase effective November 1, 2008.

Body

WHEREAS, the County of Lake and the North Shore Sanitary District have entered into an Agreement for Sewage Disposal in connection with the Northeast Central Facilities Planning Area (NEC FPA); and

      WHEREAS, Lake County has entered into collateral Agreements for Sewage Disposal with several municipalities within the NEC FPA; and

      WHEREAS, the Agreement with the North Shore Sanitary District provides for adjustments in rates and charges of the District; and

      WHEREAS, the North Shore Sanitary District has notified the County of an adjustment in the connection fee rate; and

      WHEREAS, it is necessary for the County to provide a similar notice to the individual municipalities within the NEC FPA.

      NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Villages of Gurnee, Grayslake, Hainesville, and the City of Waukegan be notified of a sewer connection fee increase in the amount of $22.00 from $635 to $657 per population equivalent (P.E.) or equivalent thereto effective November 1, 2009.
