Staff Summary

·      Web based access to an online database for public and proprietary records for investigative purposes is utilized by several Lake County departments, including but not limited to: State's Attorney's, Sheriff's Office, Public Defender's, Court Administration, Human Resources, and Coroner's Office.

·      Lake County currently holds 40 licenses for the various departments to conduct online research.

·      The current contract for this service will expire at the end of March.

·      Lake County published a request for bids with two vendors submitting responses ranging from $39,341.40 to $40,800.

·      West Publishing Corporation was the lowest responsive and responsible bidder.

·      This resolution authorizes a two-year agreement with three additional one-year renewal options that will cost the County an estimated amount of $39,341.40.

Body

WHEREAS, in accordance with Section 5-102 of the Lake County Purchasing Ordinance, bids were called for by publication for Online Public Record and Investigative Software Services for Lake County; and

WHEREAS, subsequent to said publication, an Invitation to Bid was extended to two vendors; and

WHEREAS, sealed bids were received from two vendors and opened in the County Building, Waukegan, Illinois, on November 28, 2012 at 2:00 p.m.; and

WHEREAS, based on the criteria set forth in the Invitation to Bid; the staff evaluated all bid submittals and determined that the bid submitted by West Publishing Corporation is the most favorable bid for Lake County.

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County,

Illinois, that the Purchasing Agent is hereby authorized to enter into a contract with West Publishing Corporation for Online Public Record and Investigative Software Services for Lake County for two year agreement with three additional one-year renewals in the estimated amount of $39,341.40, charged to various Lake County accounts.
