Staff Summary

                     The Lake County State’s Attorney’s Office partnered with Mundelein Police Department and the Lake County Major Crimes Task Force to apply for a grant to purchase a cutting edge technology, a digital 360 degree Crime Scene Scanner.

                     The Crime Scene Scanner will assist in the investigation and prosecution of major crimes by providing permanent, accurate, detailed, virtual-reality images and simulations of crime scenes.

                     Due to the requirements of the grant solicitation, Mundelein Police Department was the applicant agency, and was awarded a grant through the Illinois Criminal Justice Information Authority.

                     The $66,000 grant #405703 is comprised of 75% federal funds (through the US Department of Justice’s JAG Grant program) and 25% required matching funds.

                     The Lake County Major Crimes Task Force (LCMCTF) is the program agency which will use the Crime Scene Scanner in investigations.

                     The Lake County State’s Attorney’s Office will use the images produced by the Scanner in furtherance of prosecuting violent criminals.

                     The LCMCTF is contributing $9,500 toward the 25% required match and $7,000 is to be contributed from the State’s Attorney Asset Forfeiture toward the 25% required match to support this grant.

                     This grant match was not budgeted in the Asset Forfeiture Fund’s County Fiscal Year 2010 budget, therefore a resolution is requested to support this $7,000 contribution.

                     RESOLUTION

 

WHEREAS, the State’s Attorney’s Office supports the equipment grant award to the Mundelein Police Department on behalf of the Lake County Major Crimes Task Force and has agreed to contribute $7,000 toward the required grant match for the purchase of a Crime Scene Scanner; and

 

                     WHEREAS, offsetting revenue from the State’s Attorneys Asset Forfeiture Fund is available; and

 

                     WHEREAS, the contribution toward this equipment is $7,000 and will be charged to account 760-3318010-72790 and

 

                     WHEREAS, an emergency appropriation is requested for this expense, since it was not included in the State’s Attorney’s Asset Forfeiture Fund Fiscal Year 2010 budget.

                                                                                                                   

                     NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the State’s Attorney’s Asset Forfeiture Fund contribution toward the required grant match for the purchase of a Crime Scene Scanner is approved; and

 

                     BE IT FURTHER RESOLVED, that an emergency appropriation for the expense of $7,000 is hereby authorized.
