Joint resolution authorizing execution of a professional services agreement with Manhard Consulting, Ltd. in the amount of $134,000 for engineering and surveying services related to the creation of Special Service Area.
Staff Summary
· The CLCJAWA water transmission main extension necessary to serve GWP, FLH, Lake Villa and Lindenhurst is proposed to be funded through formation of a Special Service Area (SSA #16).
· The public notice must be mailed to each property owner and must include a legal description of the entire SSA and a listing of each property index number for each property in the SSA.
· Services are required from a professional engineering/surveying firm to perform this work.
· The County performed a Quality Based Selection process and determined that Manhard Consulting was the most qualified firm to provide services for this project.
· Manhard Consulting is currently working on preparation of the legal description under a separate $45,000 purchase order.
· The cost of this project will be shared with the villages of Lindenhurst and Lake Villa.
· This resolution authorizes execution of an agreement with Manhard Consulting, Ltd of Vernon Hills, IL in the amount of $134,000.

R E S O L U T I O N
WHEREAS, the County of Lake (the "County") provides potable water service to various parcels within its jurisdiction, including the Grandwood Park and Fox Lake Hills service areas; and
WHEREAS, the provision of water service is a matter essential to the public health, safety, and welfare; and
WHEREAS, in order to evaluate collective concerns regarding the adequacy of supplies for water service, the County has worked cooperatively with various other providers of water service in Lake County, including without limitation the Village of Lake Villa, and the Village of Lindenhurst (collectively, the "Parties"); and
WHEREAS, the Parties have been working with the Central Lake County Joint Action Water Agency ("CLCJAWA") on the potential of obtaining Lake Michigan Water; and
WHEREAS, the CLCJAWA has determined that their system has available capacity to serve the Parties; and
WHEREAS, as part of membership expansion in CLCJAWA, the Parties must extend CLCJAWA water transmission mains; and
WHEREAS, the estimated cost for engineering, construction, legal and administrative costs to fund the extension of the CLCJAWA water transmission mains (the "Project") is $43,000,000; and
WHEREAS, the Parties have determined the most efficient way to fund the Project is through a Special Service Area (SSA); and
WHEREAS, the Project has been identified as SSA #16; and
WHEREAS, as part of SSA #16, the Parties must hold a public hearing, which requires a public notice to be mailed to each property to be included in the SSA #16; and
WHEREAS, the public notice must include the legal description and property index listing of all the properties to be included in SSA #16; and
WHEREAS, the development of the legal description (under separate purchase order) and property index listing requires the services of an engineering and land surveying firm qualified in this type of work; and
WHEREAS, Manhard Consulting is qualified to provide the specialized engineering and surveying related services for this project; and
WHEREAS, the Public Works Department solicited and received statement of qualifications from professional engineering firms in accordance with the Quality Based Selection process; and
WHEREAS, the Public Works Department evaluated the statement of qualifications based on several criteria and determined that Manhard Consulting was the most qualified firm to provide professional engineering and surveying services for this project; and
WHEREAS, an Agreement has been negotiated with Manhard Consulting to provide the necessary engineering and surveying services; and
WHEREAS, execution of an Agreement for Professional Services must be authorized by resolution of this County Board.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized and directed to execute the attached Agreement for Professional Services with Manhard Consulting, Ltd., Vernon Hills, IL, in the amount of $134,000.00 for engineering and surveying services associated with SSA #16 public notice preparation and mailing and charging the costs thereof to Account No 610-4887799-71150-0000.
