Resolution authorizing a Collective Bargaining Agreement (CBA) between the Lake County Board, Lake County Health Department Board, and the Illinois Council of Police (ICoPS) Animal Care and Control Unit.
Staff Summary
• This is a four-year agreement beginning on December 1, 2025, through November 30, 2029, and covers 10 total positions in the Health Department Animal Care and Control Unit. The cost of the first year is estimated to be $42,500.
• In order to bring the unit consistent with the Lake County Compensation Study, the unit positions were re-graded to be more closely aligned with grades 1-10.
o Those who were below the new grade were brought up to the new grade minimum. Those employees whose established wages already fell within the new grades received an additional $1.00-$1.12 per hour based on their position.
• Wage Settlement as follows:
o December 1, 2026 - Employees will receive the same across-the-board increase as the non-represented employees of the County, with a minimum of a 2.5 percent increase
o December 1, 2027 - Employees will receive the same across-the-board increase as the non-represented employees of the County, with a minimum of a 2.5 percent increase.
o December 1, 2028 - Employees will receive the same across-the-board increase as the non-represented employees of the County, with a minimum of a 2.5 percent increase.
• There was an increase to the weekend pay differential from $2.00 per hour to $5.00 per hour.

RESOLUTION
WHEREAS, Illinois Council of Police (ICoPS) has been recognized as the sole and exclusive bargaining agent for employees in the Lake County Health Animal Care and Control Unit; and
WHEREAS, the parties have reached a tentative agreement on a successor contract; and
WHEREAS, the County Board holds final approval to ratify the terms of the tentative agreement reached.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Chair of the Board is hereby authorized to sign the Collective Bargaining Agreement attached hereto and made a part of this Resolution; and
BE IT FURTHER RESOLVED, that this Agreement shall be effective from December 1, 2025, through November 30, 2029, consistent with the Illinois Public Labor Relations Act 5ILCS 315/21.
