R E S O L U T I O N
WHEREAS, the free flow of traffic along Lewis Avenue, County Highway 27, is beneficial for the safety and welfare of the motoring public; and
WHEREAS, Lewis Avenue, from Argonne Drive to 14th Street, is currently designated as a municipal extension of County Highway 27 and has been resurfaced by the Lake County Division of Transportation; and
WHEREAS, the City of North Chicago and Lake County are desirous of entering into an agreement for the jurisdictional transfer of Lewis Avenue, from Argonne Drive to 14th Street, from the City of North Chicago to Lake County, a draft copy attached hereto; and
WHEREAS, the City of North Chicago will continue the routine maintenance of Lewis Avenue, from Argonne Drive to 14th Street; and
WHEREAS, Lake County will be responsible for all of the capital maintenance of Lewis Avenue, from Argonne Drive to 14th Street; and
WHEREAS, this agreement also authorizes transfer of the permitting authority to the City of North Chicago for Lewis Avenue, from Illinois Route 137 to 14th Street; and
WHEREAS, the City of North Chicago approved this agreement on October 17, 2016.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that Lewis Avenue, from Argonne Drive to 14th Street in its entirety, will be added to the County Highway System of Lake County in accordance with the applicable provisions of the Illinois Highway Code and as approved by the Illinois Department of Transportation (IDOT).
BE IT FURTHER RESOLVED that the County Clerk, the County Board Chair and the County Engineer of Lake County, Illinois, be authorized and they are hereby directed to execute this agreement and any subsequent amendments.
BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final Agreement for the jurisdictional transfer to be executed by the County Board Chair and the County Clerk.
BE IT FURTHER RESOLVED that a copy of this agreement for jurisdictional transfer, when executed in its final form, be submitted to IDOT for their approval and final processing.
BE IT FURTHER RESOLVED that the County Clerk, County Board Chair and the County Engineer of Lake County are authorized and are hereby directed to prepare and transmit whatever information IDOT determines is necessary to document the addition to the County Highway System of Lewis Avenue, from Argonne Drive to 14th Street in its entirety, in accordance with the provisions of 605 ILCS 5/4-409.
