Staff Summary
· The Des Plaines River WRF is a major wastewater treatment plant that provides service for the Villages of Buffalo Grove, Hawthorn Woods, Lake Zurich, Long Grove, Lincolnshire, Riverwoods and unincorporated portions of Southeast Lake County and major equipment has reached the end of its useful life requiring rehabilitation.
· This project will include the installation of two replacement aeration blowers plus the installation of five blower starter units in Battery B.
· The County received bids from six contractors for this work.
· Award of this contract is recommended to the lowest responsive, responsible bidder, Independent Mechanical Industries, Inc. in the amount of $454,400.
· This resolution authorizes and directs the County Purchasing Agent to execute a contract with Independent Mechanical Industries, Inc., Chicago, IL in the amount of $454,400 for the Des Plaines River WRF Blower Installation Project.

R E S O L U T I O N
WHEREAS, the County of Lake (County) owns and operates the Des Plaines River Water Reclamation Facility in the Southeast Lake Facilities Planning Area; and
WHEREAS, the Des Plaines River WRF is a major wastewater treatment facility that provides service to the Villages of Buffalo Grove, Lake Zurich, Hawthorn Woods, Long Grove, Riverwoods, Lincolnshire and unincorporated portions of Southeast Lake County and major equipment has reached the end of its useful life requiring rehabilitation; and
WHEREAS, in accordance with Section 4-102 of the Lake County Purchasing Ordinance, bids were called for by publication for the Des Plaines River Water Reclamation Facility Blower Installation Project; and
WHEREAS, subsequent to said publication, invitations to bid were extended to eight (8) contractors; and
WHEREAS, six (6) sealed bids were received and publicly opened in the office of the Public Works Department on Tuesday, October 18, 2011, at 2:00 p.m., and
WHEREAS, Independent Mechanical Industries, Inc. is the lowest responsive and responsible bidder in the amount of $454,400; five (5) other bids were received, ranging from $474,000 to $572,700.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized and directed to execute a contract with Independent Mechanical Industries, Inc., Chicago, IL in the amount of $454,400 for the Des Plaines River Water Reclamation Facility Blower Installation Project and charging the costs thereof to Account No. 610-4854335-48310.
