Title

Joint resolution authorizing an emergency appropriation in the amount of $207,375 in the Stormwater Management Commission budget (Fund 212) with offsetting increase in the revenue budget of $207,375 to be reimbursed by the Illinois Environmental Protection Agency for water quality monitoring and developing a watershed-based plan for the North Mill Creek watershed.

 

Staff Summary

                     This grant provides up to 60% cost-share funding for water quality monitoring and developing a watershed-based plan for the North Mill Creek watershed.

                     SMC has entered into an agreement with the Lake County Health Department Environmental Services Division to complete the chemical and physical water quality monitoring component.  Monitoring costs will be reimbursed for the grant.

                     SMC will be reimbursed by the Illinois EPA from this grant award for SMC staff watershed planning services.

 

Body

WHEREAS, Lake County Stormwater Management Commission (SMC) is undertaking a comprehensive watershed planning effort for the North Mill Creek watershed, a subwatershed of the Des Plaines River, that includes a water quality monitoring component and development of a watershed-based plan; and

 

WHEREAS, the Stormwater Management Commission has entered into an agreement with the Lake County Health Department Environmental Services Division to perform the water quality monitoring component of the watershed-based plan; and

 

WHEREAS, the Stormwater Management Commission has authorized $20,000 of its current budget toward the cost of developing the watershed-based plan; and

 

WHEREAS, the Stormwater Management Commission has entered into an agreement with the Illinois Environmental Protection Agency to receive $207,375 from the Section 319 Nonpoint Source Pollution Reduction Program of the Clean Water Act toward the cost of the water quality monitoring and watershed plan, and this amount is not included in the current year budget.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that an emergency appropriation in the amount of $207,375 in the Stormwater Management Commission budget is hereby authorized (expense budget account 212-4208100-71150 for the North Mill Creek watershed-based plan; and

 

BE IT FURTHER RESOLVED, that the revenue budget in 212-4208100-45350 shall also be increased by $207,375 and funds received by the Stormwater Management Commission for the watershed-based plan shall be recorded in account 212-4208100-45350.

 

BE IT FURTHER RESOLVED, that the FY2010 operating revenue budget in 212-4201010-45400 shall also be increased by $30,000 to a total of $90,000 and the funds received by the Stormwater Management Commission for watershed planning services shall be recorded in account 212-4201010-45400.
