Staff Summary
• The Lake County Courts are required to comply with the ADA hearing assistance guidelines and based on a 2005 system inspection the existing assistive listening system used in the courtrooms is obsolete making it difficult to find parts for repairs.
• The assistive listening system allows the individual to overcome the negative effects of distance, background noise, or poor room acoustics.
• If useable by the client, assistive listening devices can eliminate the cost of hiring a sign interpreter for the proceeding.
• This proposal updates and replaces audio system equipment and components to ensure quality operating audio systems in the Jury Assembly room, 28 courtrooms in Waukegan and 2 courtrooms at the Depke Juvenile Justice Center in Vernon Hills.
• Lake County desires to enter into a contract, with Muzak LLC, Elmhurst, IL for an Assistive Listening System for the Lake County Courthouse.
• Invitations for Bids were extended to eleven (11) vendors; sealed bids were received from three (3) vendors and opened on September 24, 2009.
• Muzak LLC of Elmhurst, Il is the lowest responsive and responsible bidder in the estimated amount of $210,914.82; one other bid was received in the amount of $271,300 and one non-responsive bid was received.
• This service will be charged to account 101-1103265-82020-000-000-000-11200.

WHEREAS, in accordance with Section 4-102 of the Lake County Purchasing Ordinance, bids were called for by publication for an Assistive Listening System for the Lake County Courthouse; and
WHEREAS, Invitations for bids were extended to eleven (11) vendors; and
WHEREAS, sealed bids were received from three (3) vendors and opened in the County Building, Waukegan, IL on September 24, 2009 at 2:00 p.m.; and
WHEREAS, Muzak LLC, Elmhurst, Il is the lowest responsive and responsible bidder in the estimated amount of $210,914.82; one other bid was received in the amount of $271,300 and one non-responsive bid was received.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized to enter into a contract with Muzak LLC, Elmhurst, IL in the estimated amount of $210,914.82 for an Assistive Listening System, charging account 101-1103265-82020-000-000-000-11200.
