Staff Summary

•                     The Illinois Department of Commerce and Economic Opportunity has provided a grant under the Trade Globalization Adjustment and Assistance Act to the Lake County Workforce Development Department in the amount of $420,200 and a grant under the Trade Adjustment and Assistance Act in the amount of $968,440.

•                     The grant is for the fiscal year October 1, 2009 to September 30, 2011, which includes funding for individuals certified as eligible under the Act.

•                     This funding is expected to cover training and supportive services for workers affected through seventeen plant closings or lay-offs. 

•                     An emergency appropriation of $1,388,640 is requested to be approved to allocate these funds into the Workforce Department’s budget and authorize acceptance of this grant.

WHEREAS,  The Illinois Department of Commerce and Economic Opportunity has provided a grant under the Trade Globalization Adjustment and Assistance Act and the Trade Adjustment and Assistance Act to the Lake County Workforce Development Department and,

WHEREAS, the grant for Trade Globalization Adjustment and Assistance Act is $420,200 and the Trade Adjustment and Assistance Act is $968,440 for a total of $1,388,640

WHEREAS, this grant is for the fiscal year October 1, 2009 to August 30, 2011,  to provide funding  individuals certified under the Acts; and

WHEREAS, this funding is expected to cover training and supportive services for workers from seventeen plant closing and lay-offs; and

WHEREAS, it is necessary to approve an emergency appropriation of $1,388,640 to allocate these funds into the Workforce Department budget and authorize acceptance of this grant; and

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that an emergency appropriation in the amount of $1,388,640 for the Workforce Development Department is hereby approved and that the Trade and Globalization Adjustment and Assistance Act and the Trade Adjustment and Assistance Act Grant be accepted.  A chart of accounts is attached.
