Joint resolution ratifying an Emergency Procurement authorized by the Director of Finance and Administrative Services with New Generation Consultants Inc, in Des Plaines, IL, for Consulting Services to upgrade the current Oracle environment to the latest eBusiness suite of applications.
Staff Summary
· Lake County published and issued Requests for Proposal for Consulting Services to upgrade the current Oracle environment to the latest eBusiness suite of application.
· Lake County extended requests to 45 potential vendors and six (6) proposals were received.
· An Evaluation Committee reviewed each proposal received and recommended New Generation Consultants Inc., as the firm that best meets the needs of the County based on RFP evaluation criteria.
· Due to an error, the recommendation was not included on the February 4, 2009 Committee agenda.
· There was a need for the consultant to commence work immediately and complete services by August, 2009 in order to allow staff the time to install year-end updates required by the federal government.
· The Director of Finance and Administrative Services has certified an emergency condition exists and immediate action was necessary to minimize a disruption in government services.
· The Purchasing Agent negotiated an agreement and issued an Emergency Purchase Order for the consulting services.
· This is to ratify an Emergency Procurement with New Generation Consultants Inc, Des Plaines, IL in the amount of $132,160, charging to101-1103155-71150-000-000-000-00000.

WHEREAS, in accordance with Section 5-102 of the Lake County Purchasing Ordinance, proposals were called for by publication for Consulting Services to upgrade the current Oracle environment to the latest eBusiness Suite of applications; and
WHEREAS, these services consist of implementation assistance, including analysis, design and training for configuration, and go-live support; and
WHEREAS, subsequent to said publication, Request for Proposals were extended to 45 vendors; and
WHEREAS, sealed proposals were received from six (6) vendors and opened in the County Building, Waukegan, Illinois, on January 9, 2009 at 2:00 p.m.; and
WHEREAS, based on the criteria set forth in the Request for Proposals,
an Evaluation Committee with representation from the Health Department, Finance and Administrative Services, Information Technology, and Human Resources determined that the proposal submitted by New Generation Consultants Inc. is the most favorable proposal for Lake County; and
WHEREAS, due to an error, the recommendation did not appear on the February, 2009 Committee agenda; and
WHEREAS, there was a need for the consultant to commence work immediately and complete services by August, 2009 in order to allow staff the time to install year-end updates required by the federal government.; and
WHEREAS, in accordance with Section 6-103 of the Lake County Purchasing Ordinance, the Director of Finance and Administrative Services has certified that an Emergency condition existed necessitating immediate action to minimize a disruption in government services; and
WHEREAS, the Purchasing Agent negotiated an agreement and issued an Emergency Purchase Order for the consulting services; and
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Emergency Procurement authorized by the Director of Finance and Administrative Services with New Generation Consultants Inc, Des Plaines, IL, for Consulting Services to upgrade the current Oracle environment to the latest eBusiness Suite of applications in the amount of $132,160 is ratified.
