Joint resolution authorizing the acceptance and execution of a Greater Illinois - Reimagine Public Safety Act (GI-RSPA) grant budget modification awarded to the Lake County State’s Attorney’s Office through the Illinois Department of Human Services (DHS) Bureau of Violence Prevention Services (VPS) to help reduce violence by providing emotional or trauma-related therapies, and through assistance with housing, employment, job training/placement, family engagement, and wrap-around support services; and approving the emergency appropriation for an additional $24,983.

 

Staff Summary

                     The Lake County State’s Attorney’s Office was awarded an additional $24,983 in grant funds by the Illinois DHS VPS.

                     The grant term is unchanged from July 1, 2023 through June 30, 2024.

                     The Lake County State’s Attorney’s Office will use the funds to fund and supply a Gun Violence Therapist, and to contract with Waukegan Township to engage in direct violence interruption services on behalf of the Gun Violence Prevention Initiative (GVPI).

                     The additional $24,983 will be used to fund a Training and Technical Assistance consultant who provides community violence intervention training, street outreach and case management.  Additionally, we are utilizing unspent personnel and fringe grant dollars to fund a second Victim Specialist position (41172). This position will carry over to the new grant period ending December 31, 2024, which will be addressed in a separate resolution once officially awarded.

                     If grant funding for the position and services end, and new funding is not secured, the position and services will be eliminated.

RESOLUTION

 

WHEREAS, the Lake County State’s Attorney’s Office has been awarded an additional amount of $24,983 from the Illinois DHS VPS, for the time period of July 1, 2023, through June 30, 2024; and

 

WHEREAS, the Lake County State’s Attorney’s Office will use this funding to further implement its Gun Violence Prevention Initiative through the hiring of a Training and Technical Assistance consultant, as well as a second Victim Specialist (position 41172) utilizing existing grant funds; and

 

WHEREAS, the additional amount awarded as part of the Greater Illinois - Reimagine Public Safety Act (GI-RPSA) grant is in the amount of $24,983 and it is necessary to appropriate this amount; and

 

WHEREAS, the State’s Attorney’s Office recommends that the Chairman of the County Board, the State’s Attorney and the Treasurer be authorized to execute the necessary documents to accept and execute the grant.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the additional amount of the GI-RPSA grant awarded to the Lake County State’s Attorney’s Office by the Illinois DHS VPS is hereby accepted; and

 

BE IT FURTHER RESOLVED, the emergency appropriation for $24,983 is hereby authorized for the SFY24 GI-RPSA grant program in expenditure account 101-3329020-79940 and revenue account 101-3329020-45334; and

 

BE IT FURTHER RESOLVED, that the State’s Attorney shall serve as the project director for the program, and accurate records of all necessary grant compliance requirements shall be kept by the State’s Attorney’s Office; and

 

BE IT FURTHER RESOLVED, that the Chairman of the Board, the Lake County State’s Attorney, and the Lake County Treasurer are hereby authorized to execute the necessary documentation in order to accept the grant renewal.
