·      2011 Bituminous Pavement Patching: Contract Award
·      Each year the County undertakes patching of its bituminous pavements to preserve the surface quality.
·      Patching is done on isolated sections of pavements that are not on the list of resurfacing/rehabilitation/reconstruction projects, as programmed in the 5-year program from the results of the pavement management system.
·      The added alternative bidding process was used for this letting.
·      A total of 6-bids were received and the lowest responsible bidder is Chicagoland Paving Contractors, Inc., Lake Zurich, Illinois, in the amount of $488,697.

R E S O L U T I O N
 
WHEREAS, pursuant to authority granted by this Lake County Board, the County Engineer heretofore called for sealed bids, by publication, for the bituminous pavement patching, where necessary,  on the various county highways and designated as Section 11-00000-16-GM; and
 
WHEREAS, in addition to the base bid work described above, the added alternative bidding process was used for bidders to provide costs for including Alternative A work, Alternative B work, and Alternative C work, with a total contract award limit of $600,000.
 
WHEREAS, added Alternative A work includes bituminous pavement patching, where necessary, on Fairfield Road, Grand Avenue to Petite Lake Road; Fairfield Road, IL Route 176 to Bonner Road; Old McHenry Road, at Abbey Glen Drive; and Peterson Road, 500' west of IL Route 83; and
 
WHEREAS, added Alternative B work includes bituminous pavement patching, where necessary, on Martin Luther King Jr. Drive, Natoma Avenue to 750' west of Green Bay Road; and Martin Luther King Jr. Drive, IL Route 43 to US Route 41; and
 
WHEREAS, added  Alternative C work includes bituminous pavement patching, where necessary, on Center Street, IL Route 83 to US Route 45; Washington Street, West of Hainesville Road; Gilmer Road, West of Freemont Center Road; and Bonner Road,  East of Darrell Road; and
 
WHEREAS, pursuant to said publication and calling for said bids, sealed bids were received and opened on June 28, 2011, at 10:00 AM at the Lake County Division of Transportation in Libertyville, Illinois; and
 
WHEREAS, a tabulation of said bids compared to the total contract award limit of $600,000 resulted in the work to be done consisting of the base bid work and  Alternative A work, Alternative B work, and Alternative C work, the combined bid tabulations being as follows:

WHEREAS, the Public Works and Transportation Committee, the County Engineer and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is Chicagoland Paving Contractors, Inc., Lake Zurich, Illinois, their bid being $488,697, based on estimated quantities and unit prices; and
 
WHEREAS, this Lake County Board, by prior resolution at its meeting of April 12, 2011, appropriated $690,000 of Motor Fuel Tax funds to provide for bituminous pavement patching, where necessary, on various county highways and designated as Section 11-00000-16-GM; and.
 
NOW, THEREFORE BE IT RESOLVED by this Lake County Board that a contract be awarded to said Chicagoland Paving Contractors, Inc., Lake Zurich, Illinois, in accordance with their bid of $488,697 based on estimated quantities and unit prices and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized, and they are hereby directed to enter into a contract with said low bidder for the bituminous pavement patching where necessary, on various county highways and Alternative A work, Alternative B work, and Alternative C work, as described above, and designated as Section 11-00000-16-GM; and
 
BE IT FURTHER RESOLVED that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriation.
 
BE IT FURTHER RESOLVED that this award be processed by the County Engineer for final approval of the Illinois Department of Transportation in accordance with the "Agreement of Understanding" between the Illinois Department of Transportation and Lake County, dated January 22, 2003.
