Staff Summary
·      In July 2012, the Lake County Board approved Phase I improvements for the SCADA System Master Plan for the Department of Public Works.
·      The SCADA System Master Plan lays out the improvements necessary to bring a SCADA system online and acquire data electronically through a multi-year, multi-phase project.
·      The SCADA Improvements Phase II Project involves the installation of radios, antennas, towers, and the associated electrical upgrades for approximately 40 facilities within the North region.
·      An invitation to bid for the SCADA Improvements Phase II Project was issued and invitations were extended to 85 vendors.
·      Sealed bids were received from one vendor in the amount of $1,146,751.
·      Wunderlich-Malec Services, Inc. of Minnetonka, Minnesota, is the lowest responsive and responsible bidder who best meets the needs of the County.
·      This resolution authorizes execution of a contract with Wunderlich-Malec Services, Inc. in the amount of $1,146,751.

R E S O L U T I O N
 
WHEREAS, the County of Lake (County) owns, operates and maintains over 150 water and wastewater facilities throughout the County, which require differing levels of automated control and data acquisition; and
 
WHEREAS, the County has developed a master plan for Supervisory Control and Data Acquisition (SCADA) improvements that incorporates a multi-year, multi-phase project plan; and  
                                     
WHEREAS, the Department of Public Works has developed and designed the SCADA Improvements Phase II Project that will install and implement SCADA improvements at approx. 40 facilities in the north region of the County; and
                                 
WHEREAS, in accordance with Section 4-102 of the Lake County Purchasing Ordinance, bids were called for by publication for the SCADA Improvements Phase II Project; and
 
WHEREAS, subsequent to said publication, invitations to bid were extended to eighty five (85) contractors; and
 
WHEREAS, one (1) sealed bid was received and publicly opened in the office of the Public Works Department on Tuesday, October 21, 2014, at 2:00 p.m., and
 
WHEREAS, Wunderlich-Malec Services, Inc. is the lowest responsive and responsible bidder in the amount of $1,146,751.00.
 
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized and directed to execute a contract with Wunderlich-Malec Services, Inc., Minnetonka, Minnesota, in the amount of $1,146,751 for the SCADA Improvements Phase II Project and charging the costs thereof to Account No. 610-4887799-48310.
