Staff Summary
• The Village of Vernon Hills has requested a modification to the “Agreement for Sanitary Sewer and Water Supply Services to the Cuneo Service Area” dated June 7, 1996 in order to accommodate a development of 128 dwelling units in the Cuneo expanded residential service area.
• The Cuneo expanded residential service area is a 53-acre parcel in the northern portion of the Cuneo Museum property.
• The development of the expanded residential service area will enable a Cuneo restoration and repair fund to be created for the preservation of the Cuneo Mansion in the amount of $3,000,000.
• This agreement also outlines Loyola’s long term commitment to the Cuneo property.
• The IGA with the Village of Vernon Hills incorporates several agreements and covenants outlining the development of the expanded residential service area including the “First Amendment to Agreement for Sanitary Sewer and Water Supply Services to the Cuneo Service Area of the Village of Vernon Hills”, “Cuneo Mansion and Gardens Preservation and Campus Development Agreement”, and “Amended and Restated Declaration of Protective Covenants, Conditions and Restrictions for the Cuneo South Commercial Property now to be known as the Cuneo South Residential Property”.
• This resolution authorizes the execution of the IGA by and between the County of Lake and the Village of Vernon Hills regarding the Cuneo property.

R E S O L U T I O N
WHEREAS, the County of Lake (County) and the Village of Vernon Hills (Village) have previously entered into an Agreement for Sanitary Sewer and Water Supply Services to the Cuneo Service Area of the Village of Vernon Hills dated June 7, 1996; and
WHEREAS, the Village desires to expand the availability of water and sewer services within the Cuneo Service Area; and
WHEREAS, the County and the Village agree to modify the water and sewer service provided in the original agreement and to modify development parameters for certain parcels within the Cuneo Service Area; and
WHEREAS, contemporaneously with this Agreement, the County and the Village shall also approve the First Amendment to the Agreement for Sanitary Sewer and Water Supply Services to the Cuneo Service Area, the Cuneo Mansion and Gardens Preservation and Campus Development Agreement, and the Amended and Restated Declaration of Protective Covenants, Conditions, and Restrictions for the Cuneo South Residential Property; and
WHEREAS, the County and the Village wish to enter into an intergovernmental agreement by which the terms and provisions regarding the Cuneo Service Area development are incorporated; and
WHEREAS, execution of said Agreement must be authorized by Resolution of this County Board.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Chair of the County Board and the Clerk of said County be and they are hereby authorized and directed to execute the attached Intergovernmental Agreement By and Between the County of Lake and the Village of Vernon Hills regarding the Cuneo Property, in the form substantially herein.
