Staff Summary
• HUD requires the submission of an AAP and associated amendments to govern expenditure of federal housing and community development funding for each program.
• Community Development Block Grant Coronavirus relief funds (CDBG-CV) reporting elements are included in the PY 2019 AAP regardless of the program year the activities are initiated.
• The tenth amendment to the PY 2019 AAP makes the following changes:
o Reduction in funding in the amount of $17,591 for foreclosure counseling (Community Partners for Affordable Housing).
o Reduction in funding in the amount of $22,591 for Rental Assistance - Project Delivery (Catholic Charities).
o Allocation of $40,182 of CDBG-CV funds to PADS Lake County for shelter operations.

RESOLUTION
WHEREAS, the U.S. Department of Housing and Urban Development (HUD) requires the submission of an Annual Action Plan (AAP) to govern the expenditure of federal entitlement funding; and
WHEREAS, an amendment to the AAP is required to substantially change the purpose, location, scope or beneficiaries of a project; and
WHEREAS, Community Development Block Grant Coronavirus relief funds (CDBG-CV) reporting elements are included in the PY 2019 AAP regardless of the program year the activities are initiated; and
WHEREAS, the tenth amendment to the PY 2019 AAP reduces the amount funding awarded to Community Partners for Affordable Housing for foreclosure counseling by $17,591; and
WHEREAS, the tenth amendment to the PY 2019 AAP reduces the amount funding awarded to Catholic Charities for Rental Assistance - Project Delivery by $22,591; and
WHEREAS, the tenth amendment to the PY 2019 AAP allocates $40,182 of CDBG-CV funds to PADS Lake County for shelter operations.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that tenth amendment to the PY 2019 AAP is hereby approved; and
BE IT FURTHER RESOLVED, that the Lake County Board Chair or their designee is hereby authorized to execute the necessary documents to complete the submission of the amended PY 2019 AAP.
