Joint resolution authorizing an intergovernmental agreement for the provision of grant administration and management services for North Chicago Community Development Block Grant (CDBG) funds.

 

Staff Summary

                     For the past three years (2014-2017), the City of North Chicago and the United States Department of Housing and Urban Development (HUD) have asked Lake County to provide grant administration and management services for the North Chicago CDBG program.

                     All parties desire to continue this arrangement for the next three years, which requires the approval of a second three-year agreement. This agreement will preserve CDBG funding in the approximate amount of $226,000 annually for North Chicago, for HUD program years 2018 to 2020.  Of this amount, Lake County will receive approximately $45,000 annually for planning, oversight and management on behalf of North Chicago.

                     This 2018-2020 agreement includes an automatic renewal provision and has been approved by both the State’s Attorney’s Office and the Housing & Community Development Commission.

RESOLUTION

 

WHEREAS, Lake County has participated in the United States Department of Housing and Urban Development Community Development Block Grant (CDBG) program for 25 years and has vastly improved low and moderate income areas with more than $115 million of grant funds, resulting in housing, infrastructure and public services for Lake County residents; and

WHEREAS, the United States Department of Housing and Urban Development has provided requirements and written guidelines to be followed in the Urban Qualification Process for the Community Development Block Grant (CDBG) programs; and

 

WHEREAS, the City of North Chicago, Illinois (“City”) currently qualifies as a Metropolitan City for purposes of the CDBG program; and

 

WHEREAS, Lake County (“County”) agrees to assume administrative responsibilities for the City of North Chicago CDBG program pursuant to federal law, regulations, rules and guidelines; and

 

WHEREAS, it is necessary according to the requirements and guidelines of the Department of Housing and Urban Development for the County to enter into a Joint Agreement with the City so Lake County can assume administrative responsibility for the City of North Chicago CDBG program; and

 

WHEREAS, to achieve a new level of administrative efficiency, a provision has been added, as allowed in HUD guidance, to provide that this agreement will be automatically renewed for participation in successive three-year qualification periods, unless Lake County or the City of North Chicago provides written notice it elects not to participate in a subsequent three-year period.

 

NOW, THEREFORE, BE IT RESOLVED, by the Board of Lake County, IL that the Board Chair is authorized to execute any, and all Sub-Recipient Agreements as required by HUD, and also the required Housing and Community Development Joint Agreement with the City of North Chicago.
