• The Lake County Health Department operates medical and dental services at the Belvidere Center. The DDC automated system on the second-floor needs replacement. The project was started but not completed in FY 2025. Completing this project will allow for temperature regulation for the HVAC system.

• The total cost is not to exceed $560,462 and will be funded from available resources in the Health Department Medicaid Match Fund 211.

RESOLUTION
WHEREAS, the Lake County Health Department operates medical and dental services at the Belvidere Health Center, and the existing DDC automated system requires replacement to support continued services at the facility; and
WHEREAS, the project includes the purchase and installation of the DDC automated system and associated costs necessary to place the equipment into service; and
WHEREAS, the total cost is not to exceed $560,462 and will be funded from available resources in the Health Department Medicaid Match Fund 211; and
WHEREAS, the one-time capital investment of $560,462 for the period of December 1, 2025 through November 30, 2026, has not been previously appropriated, having been approved after adoption of the Fiscal Year 2026 budget; and
WHEREAS, the proposed appropriation will be fully offset by the above referenced items thereby not requiring the expenditure of local tax revenue.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the use of $560,462 from the Health Department Medicaid Match Fund 211 is hereby authorized to emergency appropriate the replacement and installation of the DDC automated system in Fiscal Year 2026 budget as identified on the listing of expense and revenue budget modifications attached hereto and made part hereof; and
BE IT FURTHER RESOLVED, that the appropriate Fiscal Year 2026 budget accounts within Fund 211 be adjusted as necessary to reflect the authorized capital expenditure:
