Resolution authorizing the County Board Chairman to submit the name of Paula Trigg, P.E., to the Illinois Department of Transportation (IDOT) for examination and certification for the position of County Engineer and, upon IDOT certification, appointing Paula Trigg, P.E., County Engineer.

• A vacancy existed as of June 1, 2012 in the office of County Engineer/Director of Transportation in Lake County, Illinois.
• In accordance with 605 ILCS 5/5-204, effective June 1, 2012, the County Board, with the consent in writing of the IDOT, appointed Paula Trigg, P.E. Acting County Engineer until the vacancy could be filled in the manner dictated by 605 ILCS 5/5-201.
• The County has posted and advertised notice of the vacancy, reviewed the qualifications of applicants and conducted interviews and, pursuant to 605 ILCS 5/5-201, the County Administrator recommends to the Chair and the County Board, Paula Trigg, P.E. for the position of County Engineer.
• The Chairman hereby seeks authorization from the County Board to submit the name of Paula Trigg, P.E. to IDOT to hold an appropriate examination and to certify to the County Board whether the candidate makes satisfactory grades on the examination and, if so certified by IDOT, to appoint Paula Trigg, P.E. as County Engineer

R E SO L U T I O N
WHEREAS, in accordance with the resolution of the Lake County Board of December 8, 1987, the County Engineer of Lake County shall serve as the Director of Transportation; and
WHEREAS, a vacancy existed as of June 1, 2012 in the office of County Engineer in Lake County, Illinois due to the retirement of the incumbent County Engineer which occurred on May 31, 2012; and
WHEREAS, in accordance with 605 ILCS 5/5-204, effective June 1, 2012, the County Board, with the written consent of the Illinois Department of Transportation (IDOT), appointed Paula Trigg, P.E. Acting County Engineer; and
WHEREAS, pursuant to 605 ILCS 5/5-201, the County Board must submit to IDOT candidates who meet the statutory qualifications to serve as County Engineer; and
WHEREAS, the County has posted and advertised notice of the County Engineer vacancy, received and reviewed the qualifications of the interested candidates, and conducted interviews of qualified candidates; and
WHEREAS, the County Administrator has recommended to the Chairman and the County Board that Paula Trigg, P.E. fill the vacancy in the position of County Engineer; and
WHEREAS, pursuant to 605 ILCS 5/5-201, IDOT must hold an appropriate examination for the candidates submitted by the County Board for the position of County Engineer, and IDOT must thereafter certify to the County Board candidates who make satisfactory grades in the examination, who are then eligible to be appointed County Engineer by the County Board; and.
NOW, THEREFORE BE IT RESOLVED that the Lake County Board authorizes the County Board Chairman to submit Paula Trigg, P.E. to the Illinois Department of Transportation for appropriate examination and certification to the County Board her satisfactory grade on such examination to be eligible to fill the position of County Engineer.
BE IT FURTHER RESOLVED that the Lake County Board authorizes the County Board Chairman to appoint Paula Trigg, P.E. as County Engineer at an annual salary of $146,500, effective only upon receipt from the Illinois Department of Transportation of certification that she has made satisfactory grades in the examination to be administered by the Illinois Department of Transportation.
BE IT FURTHER RESOLVED, that Paula Trigg, P.E. shall continue to serve as Acting County Engineer until such time as either: 1) her appointment as County Engineer in accordance with the preceding paragraph becomes effective, or 2) the County Board appoints another individual to fill the vacancy in the position of County Engineer.
BE IT FURTHER RESOLVED, that the County Clerk is hereby directed to transmit two (2) certified originals of this resolution to the Illinois Department of Transportation, through its Regional Engineer’s office at Schaumburg, Illinois (201 West Center Court Schaumburg, Illinois 60196-1096).
