RESOLUTION
WHEREAS, Gages Lake Road, County Highway 34, is a designated route on the county highway system; and
WHEREAS, United States Route 45, is a designated route on the state highway system; and
WHEREAS, Lake County believes it would be beneficial to the safety and welfare of the traveling public if Gages Lake Road, from United States Route 45 to Illinois Route 21, and United States Route 45, from Center Street to Washington Street, could be improved with roadway improvements, non-motorized travel improvements, and intersection improvements; and
WHEREAS, Phase I professional engineering services are required for these improvements; and
WHEREAS, it is recommended that a consultant engineering firm be employed to provide these services; and
WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.; and
WHEREAS, GFT Infrastructure, Inc., Schaumburg, Illinois, are consultant engineers skilled in the provision of said Phase I professional engineering services; and
WHEREAS, an appropriation of funds is required.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the County Board Chair, the County Clerk, and the County Engineer of Lake County are authorized, and hereby directed to execute on behalf of Lake County, an agreement, and any amendments, between Lake County and GFT Infrastructure, Inc., Schaumburg, Illinois, at a maximum amount of $3,237,837, for Phase I professional engineering services for improvements of Gages Lake Road, from United States Route 45 to Illinois Route 21, and United States Route 45, from Center Street to Washington Street, a draft copy of which is attached hereto; and
BE IT FURTHER RESOLVED, that the County Engineer shall transmit, in writing, the final agreement and any amendments, to be executed by the County Board Chair and the County Clerk; and
BE IT FURTHER RESOLVED, that there is hereby appropriated $3,885,000 of Motor Fuel Tax funds for these Phase I professional engineering services and other associated Phase I engineering costs, and designated as Section 24-00999-08-WR; and
BE IT FURTHER RESOLVED, that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further board action, providing the final contract cost chargeable under the funds appropriated does not exceed the appropriation; and
BE IT FURTHER RESOLVED, that the County Clerk is hereby directed to transmit four certified originals of this resolution to the District Office of the Illinois Department of Transportation; and
BE IT FURTHER RESOLVED, that this appropriation be processed by the County Engineer for final approval on behalf of the Illinois Department of Transportation in accordance with the “Agreement of Understanding” between the Illinois Department of Transportation and Lake County, dated May 3, 2018.
