Joint resolution for the continuation of the State’s Attorney’s Prosecutor-Based Victim Services grant program (agreement #210177) with $61,127 in federal funds awarded by the Illinois Criminal Justice Information Authority for the time period of October 1, 2010 through September 30, 2011.

 

Staff Summary

                     This is for a victim assistance grant renewal administered through the Illinois Criminal Justice Information Authority.

                     Funding for this grant began in 1991 and has been renewed each year.

                     Though funding allocated to the State of Illinois for distribution to Prosecutor Based Victim Services programs in FY2008 had been reduced by over 20%, the 2009 American Reinvestment and Recovery Act (ARRA) stimulus funding increased FY2009 funding by 17%, and this year’s FY2010 amount increased 12% from 2009, from $54,578 to $61,127.

                     This year our grant is changing focus from the previously under-served Hispanic victim population to the currently under-served sexual assault victim population.

                     Of the $61,127 in federal funds, $54,629 is allocated to the grant-assigned Sexual Assault Victim Witness Counselor’s salary: this dollar amount is consistent with last year’s salary allocation. The 2010 increase ($6,498) in federal funds are allocated to training and contractual printing: these expenses are necessary to assure that sexual assault victims receive specialized services and pertinent information early in the process.

                     The $54,629 for salary and $6,498 for training and printed materials comprise the total award amount of $61,127.

                     The 20% required match, in the amount of $15,282, consists of $7,755 from the State’s Attorney Asset Forfeiture Fund and $7,528 in County contribution as budgeted in the State’s Attorney’s budget through grant management center 101-3311010.

RESOLUTION

 

                     WHEREAS, the Illinois Criminal Justice Information Authority has announced the continuation of the State’s Attorney’s Prosecutor-Based Victim Services program, with a 12 month renewal that includes $61,127 in federal funds to provide advocacy services to victims of sexual assault during the period October 1, 2010 through September 30, 2011; and

 

WHEREAS, the grant provides funds to offset the cost of the salary for a full-time Sexual Assault Victim Witness Counselor in the Felony Trial Division as well as professional training for the Counselor and printed materials relating to sexual assault, and is comprised of $61,127 in federal funds and a required 20% match of $15,282 for a total of $76,409; and

 

WHEREAS, $54,578 in federal fund revenue was originally appropriated to account #101-3311010-45334 in the FY2010 budget for this Program; and

 

WHEREAS, the grant renewal must formally be accepted by the County of Lake.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that Program Agreement #210177 with the Illinois Criminal Justice Information Authority for the Lake County State’s Attorney’s Prosecutor-Based Victim Services program in the amount of $76,409 for the period October 1, 2010 through September 30, 2011, is hereby accepted; and

 

BE IT FURTHER RESOLVED, that the Chairman of the Board, the Lake County State’s Attorney, and the Lake County Treasurer are hereby authorized to execute the necessary documentation in order to accept the grant; and

 

BE IT FURTHER RESOLVED, that the revenue line item 101-3311010-45334 be increased by $6,549 to account for the increase in federal funds during the new grant year, and $61,127 will be deposited in same account; and

 

BE IT FURTHER RESOLVED, that the State’s Attorney shall serve as project director for the program, and accurate records of all necessary grant compliance requirements shall be kept by the State’s Attorney Office.
