Joint resolution authorizing a professional services agreement with Trotter and Associates, Inc., St. Charles, IL in the amount of $165,245 for professional services to assist in updating sewer and water ordinances, as well as establishing a pretreatment ordinance, in order to meet Illinois Environmental Protection Agency (IEPA) regulations.
Staff Summary
· The County must develop and maintain rules, regulations and ordinances to satisfy requirements of the IEPA and other regulatory authorities.
· The County currently has a series of outdated regulations covering sewer and water systems.
· The regulations need to be reviewed and amended accordingly to meet IEPA regulations.
· In addition to the review of sewer and water system regulations, it is necessary to establish a pretreatment ordinance providing regulations for non-residential properties that send wastewater to County treatment facilities.
· Expertise from a professional firm is required for this project.
· In accordance with the Lake County Purchasing Ordinance, a Statement of Interest was issued on February 7, 2013.
· Responses were received from 20 firms and a selection committee interviewed two firms for this specific project.
· Trotter and Associates was determined to be the most qualified firm to provide professional services for this project.
· This resolution authorizes the County Purchasing Agent to execute an Agreement for Professional Services with Trotter and Associates, Inc. of St. Charles, IL in the amount of $165,245 for this work.

R E S O L U T I O N
WHEREAS, the County of Lake (County) owns, operates and maintains various water and sewer systems and facilities throughout Lake County; and
WHEREAS, whereas it is necessary and appropriate to develop and maintain rules, regulations and ordinances to satisfy regulatory requirements of the Illinois Environmental Protection Agency and other regulatory agencies; and
WHEREAS, the County's existing water and sewer ordinances must be improved and updated to reflect revised regulations and requirements; and
WHEREAS, due to the specialized nature of this project, the County requires professional services from an engineering firm qualified in this type of work; and
WHEREAS, Trotter and Associates, Inc. is qualified to provide the specialized services for this project; and
WHEREAS, a Statement of Interest was issued; and responses were received from 20 firms and opened in the County Building, Waukegan, Illinois on February 7, 2013; and
WHEREAS, responses were evaluated based on qualifications, project methodology and experience in projects of similar scope, complexity and size; and
WHEREAS, the selection committee determined that Trotter and Associates, Inc. was the most qualified firm to provide professional engineering services for this project; and
WHEREAS, an Agreement has been negotiated with Trotter and Associates, Inc. to provide the necessary engineering services; and
WHEREAS, execution of an Agreement for Professional Services must be authorized by Resolution of this County Board.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized and directed to execute the attached Agreement for Professional Services with Trotter and Associates, Inc., St. Charles, IL, in the amount of $165,245.00 for professional engineering services associated with the Water, Sewer and Pretreatment Ordinance Assistance Project and charging the costs thereof to account number 4887799-71150-00000.
