Staff Summary

·      The Division of Transportation (DOT) will be making improvements to Washington Street from Hainesville Road to Lake Street starting in 2014.

·      The Department of Public Works (PW) owns and operates the water main and sanitary sewer within the Washington Street right-of-way.

·      Portions of the PW water main and sanitary sewer must be relocated as part of the Washington Street improvements.

·      DOT will construct a storm water pump station as part of the Washington Street improvements and asks PW to operate and maintain the pump station.

·      DOT and PW wish to enter into a Letter of Intent and Concurrence in which PW would assume operation and maintenance of the storm water pump station and pay DOT a sum of $446,359 in exchange for which DOT would design and construct the relocation of the sanitary sewer lift station, water main, and sanitary sewer main.

·      This resolution authorizes the Director of Public Works to execute the Letter of Intent and Concurrence related to the Washington Street Improvement Project.

R E S O L U T I O N

WHEREAS, the County of Lake (County), through its Division of Transportation (DOT), will be making improvements to Washington Street from Hainesville Road to Lake Street; and

WHEREAS, the County, through its Department of Public Works (PW), owns and operates the water main and sanitary sewer within the Washington Street right-of-way; and

WHEREAS, portions of the PW water main and sanitary sewer must be relocated as part of the Washington Street improvements; and

WHEREAS, DOT will be constructing a storm water pump station as part of the Washington Street improvements and asks for PW to operate and maintain the pump station; and

WHEREAS, DOT and PW wish to enter into a letter of intent and concurrence in which PW would assume operation and maintenance of the storm water pump station and pay DOT a sum of $446,359 in exchange for which DOT would design and construct the relocation of the sanitary sewer lift station, water main and sanitary sewer main; and

WHEREAS, the appropriate Letter of Intent and Concurrence has been prepared, and is acceptable to PW and DOT; and

WHEREAS, execution of said letter of intent must be authorized by resolution of this County Board.

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Director of Public Works is hereby authorized to execute the attached Letter of Intent and Concurrence related to the Washington Street Improvement Project.
