Joint resolution authorizing an emergency appropriation in the amount of $1,161,797 in the FY 2012 budget as a result of ten new grants, a grant increase and other revenue increases.
 
Staff Summary
·      The Health Department has been awarded ten new grants, a grant increase and other revenue increases.
·      These funds have not been previously appropriated, having been awarded after adoption of the FY 2012 budget.
·      The new grants, grant increase, and increased revenue for the Health Department totals $1,161,797 and a complete list of the sources of these funds is included in the resolution.
 
Body
WHEREAS, the Lake County Health Department and Community Health Center has been awarded ten new grants, grant increase and other revenue increases delivered by our Behavioral Health, Population Health, and Primary Care Service Areas; and
 
      WHEREAS, these dollars will provide a legitimate increase in services to Lake County with no impact on local taxes; and
 
WHEREAS, these grant and additional funds totaling $1,161,797 have not been previously appropriated, having been awarded after adoption of the FY 2012 budget; and
WHEREAS, the proposed appropriation will be fully offset by the above referenced items thereby not requiring the expenditure of local tax revenue.
 
NOW, THEREFORE, be it resolved, by this County Board of Lake County, Illinois that an emergency appropriation in the amount of $1,161,797 is hereby authorized in the Health Department budget as identified on the listing of expense and revenue budget modifications attached hereto and made part hereof; and
 
BE IT FURTHER RESOLVED, that the revenue budgets as identified on the attached listing be modified as provided by increased funding from the following:
 
·      IL. Department of Health Care and Human Services - Electronic Dental Record
Implementation, $100,000;
·      IL. Department of Health and Human Services, Health Resources and Services Admin
Section 330 - Patient Centered Medical Home, $35,000;
·      Pfizer Grant - Prevention Services, $23,300;
·      IL. Department of Transportation - Child Safety Seat, $5,617;
·      IL. Department of Public Health - Great Lakes Restoration Initiative, $26,779;
·      U.S. Environmental Protection Agency - North Point Great Lakes Restoration Initiative, $163,467;
·      IL. Department of Human Services - WIC, $49,728;
·      IL. Department of Public Health - Illinois Breast and Cervical Cancer Program, $41,900;
·      IL. Department of Human Services - HIV Testing and Prevention Project, $14,732;
·      IL. Division of Mental Health - Behavioral Health Services, $29,975;
