Joint resolution authorizing the application, acceptance, and emergency appropriation of a State Fiscal Year (SFY) 2025 General Revenue Fund to the Department of Public Health for a grant in the amount of $1,000,000 for the medical facility to the Lake County Children’s Advocacy Center (LCCAC).

 

Staff Summary

                     Established in 1987, the Lake County Children’s Advocacy Center (LCCAC) is where children are brought for a forensic interview when there has been an allegation of sexual abuse, severe physical abuse, or a child has been a witness to a major crime. The LCCAC is a child-focused center, and a committed multidisciplinary team (MDT) is the foundation of the work.

                     This is an application for the State Fiscal Year (SFY) 2025 Capital Bill Grant from House Bill SB0251 through the State of Illinois General Revenue Fund to the Department of Public Health.

                     The LCCAC will use the $1,000,000 towards medical services to be performed at the Lake County Children’s Advocacy Center in partnership with Rosalind Franklin University of Medicine and Science (RFUMS) to serve approximately 600 children per year.

                     The source of program funding is 100 percent state funding; no match is required.

RESOLUTION

 

WHEREAS, the State Fiscal Year (SFY) 2025 Capital Bill, SB0251, section 185 states: The sum of $1,000,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Department of Public Health for a grant to the Lake County Children’s Advocacy Center; and

 

WHEREAS, the Lake County Children’s Advocacy Center will use the $1,000,000 towards medical services to be performed in partnership with Rosalind Franklin University of Medicine and Science (RFUMS) to serve approximately 600 children per year; and

 

WHEREAS, the SFY 2025 Capital Bill Grant is in the amount of $1,000,000, and it is necessary to appropriate this amount; and

 

WHEREAS, it is necessary for the Chair of the County Board and the Treasurer to execute the necessary documents to apply for, accept, and execute the grant.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that that the application, acceptance, and execution of an SFY 2025 Capital Bill Grant for the Lake County Children’s Advocacy Center (LCCAC), is hereby authorized; and

 

BE IT FURTHER RESOLVED, that an emergency appropriation in the amount of $1,000,000 is hereby authorized for the LCCAC Medical Services Capital Bill Grant in expenditure and revenue accounts to be determined by the controller; and

 

BE IT FURTHER RESOLVED, that the LCCAC Executive Director shall serve as project director for the program, and accurate records of all necessary grant compliance requirements shall be kept by the LCCAC; and

 

BE IT FURTHER RESOLVED, that RFUMS and the LCCAC have worked jointly with Senator Julie Morrison to secure the funding and outline policy related to National Children’s Alliance Medical Standard best practices; and

 

BE IT FURTHER RESOLVED, that the Chair of the Board, the LCCAC Executive Director, and the Lake County Treasurer are hereby authorized to execute the necessary documents to apply for, accept, and execute the grant.
