·      The Tollway's 53/120 Blue Ribbon Advisory Council summary report recommends that a comprehensive transportation, land use, and open space plan be completed for the corridor.
·      Lake County applied for federal transportation planning funds administered through CMAP as part of the region's Unified Work Program (UWP) and has received approval for $315,000 in federal funds, which requires an 80/20 funding match.  
·      CMAP, along with the County and the Tollway, will have lead responsibilities for the land use planning process and will engage relevant municipalities along the corridor in the preparation of the plan.
·      The County will provide up to $78,750 towards the cost of the plan preparation.
·      The Tollway will provide up to $500,000 towards the cost of the plan preparation.
·      This resolution authorizes the execution of an agreement with CMAP and the Tollway to prepare a comprehensive transportation, land use, and open space plan for the Illinois Route 53/120 corridor in Lake County, and appropriates $90,000 of ¼% Sales Tax for Transportation and Public Safety funds.

R E S O L U T I O N
 
WHEREAS, the Illinois State Toll Highway Authority (Tollway) created the Illinois Route 53/120 Blue Ribbon Advisory Council (BRAC) to determine whether there was regional consensus on the project and whether the Tollway should move forward and develop a feasibility analysis of the Illinois Route 53/120 project in Lake County; and
      
WHEREAS, the BRAC Summary Report recommended innovative design features, financing options, and market-driven, multijurisdictional land use planning.  Specifically, the BRAC recommended that the Chicago Metropolitan Agency for Planning (CMAP) manage the development of a Corridor Plan that integrates land use, transportation, economic development, and open space; and
 
WHEREAS, the Tollway has reviewed the Council's recommendations, and has initiated a feasibility analysis focusing on five key areas: Design, Financing, Environmental, Operations, and Regulatory; and
 
WHEREAS, CMAP has been authorized by the State of Illinois to carry out planning responsibilities for the Chicago metropolitan area, including transportation planning utilizing federal transportation planning funds under the Unified Work Program (UWP); and
 
WHEREAS, CMAP has awarded to Lake County a $315,000 grant of UWP funds for State Fiscal Year 2014 to provide for expenditures relative to the 53/120 Corridor Transportation, Land Use, and Open Space Plan; and
 
WHEREAS, CMAP, together with Lake County and the Tollway, agree to participate in a coordinated, corridor-wide transportation, land use, and open space plan engaging relevant municipalities along the corridor; and
 
WHEREAS, Lake County, CMAP, and the Tollway are desirous of entering into an agreement providing the terms and conditions for the preparation of the Illinois Route 53/120 Corridor Transportation, Land Use, and Open Space Plan; and  
 
WHEREAS, Lake County will provide up to $78,750 towards the cost of the plan preparation; and
 
WHEREAS, the Tollway will provide up to $500,000 toward the cost of the plan preparation; and
 
WHEREAS, an appropriation of funds is required.
 
NOW, THEREFORE BE IT RESOLVED that the County Board Chair, the County Clerk, and the County Engineer of Lake County be authorized, and they are hereby directed to execute an agreement with CMAP and the Tollway for the preparation of an Illinois  Route 53/120 Corridor Transportation, Land Use, and Open Space Plan.
 
BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement to be executed by the County Board Chair and the County Clerk.
 
BE IT FURTHER RESOLVED that $90,000 of ¼% Sales Tax for Transportation and Public Safety funds Tax funds are appropriated for this plan, and designated as Section 13-00000-18-ES.
