Staff Summary

•                     There is a need for Lake County to contract with a firm to assist in the development of a long-term cohesive federal lobbying strategy and provide legislative consulting services.

•                     A Request for Proposal (RFP) was sent to 13 vendors and responses were received from two firms.

•                     A selection committee comprised of representatives from the County Administrator’s Office, State’s Attorney’s Office, Planning, Building and Development, Stormwater Management, and the Lake County Division of Transportation recommend McGuireWoods Consulting, Richmond, Virginia as the firm that best meets the needs of the County based on the RFP evaluation criteria.

•                     The contract authorizes the Purchasing Agent to enter into a one-year agreement with four additional one-year renewal options that will cost the County the annual amount of $96,000.

RESOLUTION

WHEREAS, in accordance with Section 33.036 of the Lake County Purchasing

Ordinance, Request for Proposals were called for by publication for the Federal and State Level Advocacy/Legislative Consulting Services for Lake County; and

WHEREAS, subsequent to said publication, a Request for Proposal was extended to 13 potential vendors; and

WHEREAS, electronic proposals were received from two vendors and opened in the County Building, Waukegan, IL on September 8, 2023 at 11:00 a.m.; and

WHEREAS, based on the criteria set forth in the Request for Proposal for Federal and State Level Advocacy/Legislative Consulting Services for Lake County it has been determined that the proposal submitted by McGuireWoods Consulting of Richmond, Virginia is the most favorable for Lake County for federal lobbyist services.

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County,

Illinois, that the Purchasing Agent is hereby authorized to enter into a contract with McGuireWoods Consulting of Richmond, Virginia in the annual amount of $96,000 for federal level advocacy and legislative consulting services.
