Joint resolution for the purchase of consulting services with URL Integration, Colorado Springs, CO to develop and implement data driven electronic filing functionality for six (6) civil case types including public access for the Circuit Court Clerk's Civil E-Filing application in an amount not-to-exceed $1,041,200.
Staff Summary
· The Circuit Court Clerk had a contract approved in August of 2010 to develop and implement an electronic filing system for court records. The requirements analysis and the platform for electronic filing (e-filing) was developed along with the first case type. In the midst of this implementation process, the Supreme Court of Illinois decided to developed statewide rules for e-filing; and at that time, put all e-filing projects on hold including Lake County's.
· The Supreme Court has now issued its rules relating to public access to court records as well as e-filing for civil cases; therefore, Lake County can now proceed in implementing an electronic filing.
· As the initial contract was awarded and significant work was completed toward implementation of e-filing, the Circuit Clerk has a bid-exempt requirement for the purchase of consulting services from URL Integration to develop and implement electronic civil filing (e-filing) for the remaining civil case types.
· The Executive Justice Council reviewed the e-filing implementation plan and approved it at their meeting on February 19, 2013.
· The civil e-filing system will utilize web application software tools to provide a secure interface for registered individuals to pay and file instantaneously with the Circuit Court Clerk's office.
· Lake County has a long standing and successful relationship with URL Integration who has provided professional services for the integration of justice agencies.
· The Purchasing Agent convened an ad hoc group that approved bid exemption on the basis of the long standing, successful relationship. The knowledge gained through this relationship adds value integral to the services provided.
· This project is a budgeted project with funds coming from a special revenue fund known as the Document Storage Fund. The contract will cost the Circuit Court Clerk an amount not to exceed $1,041,200.

WHEREAS, the Circuit Court Clerk has a bid-exempt requirement for the purchase of consulting services from URL Integration to develop and implement
data driven electronic filing functionality for six (6) civil case types including public access; and
WHEREAS, the e-filing system will utilize the latest web application software tools to provide a secure interface for registered individuals to pay and file instantaneously with the Circuit Court Clerk's office; and
WHEREAS, the work includes a business analysis requirements review, system architecture development, application development, testing and facilitation of user acceptance and all project management; and
WHEREAS, there exists a long standing and successful relationship with URL Integration who has provided professional services for the integration of justice agencies in Lake County; and
WHEREAS, in accordance with Article 6, Section 102 of the Lake County Purchasing Ordinance, the Purchasing Agent convened an ad hoc review group that approved bid exemption on the basis that there exists a long standing, successful relationship for professional services, and the knowledge gained through this relationship adds value integral to the services provided for these services; and
WHEREAS, this project will be funded from the Document Storage Fund.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized to enter into an agreement for the purchase of consulting services with URL Integration, Colorado Springs, CO to develop and implement electronic civil filing (e-filing) for the Circuit Court Clerk in an amount not-to-exceed $1,041,200 charged to 258-3110010-71220.
