Joint resolution appropriating a supplemental amount of $265,000 of ¼% Sales Tax for Transportation funds and approving Change Order Number Two consisting of an increase of $262,483 for additional professional engineering services for improvements along 21st Street from Delany Road to Illinois Route 173.

 

Staff Summary

•                     21st Street, from Delany Road to Illinois Route 173, is being improved including pavement resurfacing, replacement of a culvert, and improvements to the intersection of 21st Street at Kenosha Road.

•                     The County Board, at its March 10, 2020 meeting, approved an appropriation of $1,500,000 of ¼% Sales Tax for Transportation funds and a consultant engineering agreement with Stanley Consultants, Chicago, Illinois, at a cost of $1,249,427.

•                     Change Order Number Two includes additional drainage studies with hydraulic modeling, engineering design to avoid impacts to environmental resources, contract delays due to the pandemic, and additional public and stakeholder outreach.

•                     The sum of all contract change orders to date is $347,203, which represents a 27.8 percent increase over the original awarded contract amount.

•                     The project is included in the Transportation Improvement Program and designated as section number 19-00125-07-CH.

RESOLUTION

 

WHEREAS, 21st Street, County Highway 67, and Kenosha Road, County Highway 53, are designated routes on the County highway system; and

 

WHEREAS, Lake County believes it would be beneficial to the safety and welfare of the traveling public if 21st Street could be improved from Delany Road to Illinois Route 173, including pavement resurfacing, a culvert replacement, and improvements to the intersection of Kenosha Road; and

 

WHEREAS, the County Board, at its March 10, 2020 meeting, approved an appropriation of $1,500,000 of ¼% Sales Tax for Transportation funds and a professional engineering services agreement with Stanley Consultants, Chicago, Illinois, at a cost of $1,249,427 for these improvements; and

 

WHEREAS, Change Order Number Two, in the amount of $262,483, is needed for additional professional engineering services to the original contract; and

 

WHEREAS, a supplemental appropriation of funds is necessary for the additional scope of work.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the County Engineer of Lake County is authorized and directed to execute on behalf of Lake County, Change Order Number Two in the amount of $262,483 for additional professional engineering services for improvements along 21st Street, from Delany Road to Illinois Route 173; and

 

BE IT FURTHER RESOLVED, that there is appropriated a supplemental amount of $265,000 of ¼% Sales Tax for Transportation funds for these additional professional engineering services and designated as Section 19-00125-07-CH.
