Staff Summary
• Chicago Metropolitan Agency for Planning (CMAP), in partnership with the counties in the region, has applied for a joint planning grant to develop a regional and seven county-wide safety action plan through the United States Department of Transportation’s (USDOT) Safe Streets for All Program (SS4A).
• The SS4A program is authorized for six billion dollars in competitive grants over the next five years.
• Once an agency has an approved safety action plan, they are eligible in future application cycles to apply for implementation grants through the SS4A program.
• If the grant is awarded, CMAP will provide staff assistance and technical support to assist Lake County in developing a Safety Action Plan.

RESOLUTION
WHEREAS, this Lake County Board, on September 13, 2022, adopted a resolution in support of the Chicago Metropolitan Agency for Planning’s (CMAP) joint application for a Safe Streets for All (SS4A) planning grant through the United States Department of Transportation (USDOT); and
WHEREAS, the SS4A grant program, which invests up to six billion dollars over five years to fund local efforts to reduce roadway crashes and fatalities, recently accepted applications through the USDOT; and
WHEREAS, completion of safety action plans will allow for future grant applications through the SS4A program to implement components of the plan; and
WHEREAS, Lake County adopted its current Strategic Plan in July of 2019, which includes a goal to reduce the number of fatal and serious injury crashes on Lake County roadways; and
WHEREAS, CMAP adopted the ON TO 2050 Plan as the long-range regional comprehensive plan for the seven-county Chicago region, providing technical assistance as a means of advancing the plan’s implementation and CMAP priorities; and
WHEREAS, Lake County and CMAP are desirous of partnering to develop a Lake County Safety Action Plan funded by the SS4A grant which incorporates Lake County’s Strategic Plan goals, ON TO 2050 principles, and to work collaboratively with federal, state, local agencies, and the public to reduce the number of fatal and serious injury crashes within Lake County; and
WHEREAS, Lake County and CMAP are desirous of entering into an agreement stating the terms and conditions for the creation of a Lake County Safety Action Plan, a draft copy of which is attached hereto.
NOW, THEREFORE, BE IT RESOLVED, by this Lake County Board, that the County Board Chair, the County Clerk, and the County Engineer be authorized, and are hereby directed to execute an agreement, and any amendments, with CMAP stating the terms and conditions for the creation of a Lake County Safety Action Plan.
BE IT FUTHER RESOLVED, that the County Engineer shall transmit, in writing, the final agreements, and any amendments, to be executed by the County Board Chair and the County Clerk.
BE IT FURTHER RESOLVED, that if the SS4A grant is approved by USDOT, an appropriation of the required local matching funds, plus any additional amounts as may be required, will be brought back to the Lake County Board for approval.
