Joint resolution authorizing the execution of a contract with Transystems, Inc., Schaumburg, Illinois, at a maximum cost of services described of $467,815.40 for professional engineering services, utilizing $300,000 of CMAP funding to develop the 2040 long-range Lake County Transportation Priority Plan addressing county roadway, transit and non-motorized modes of travel.

                     2040 Lake County Transportation Priority Plan: Consultant Agreement.

                     The county’s current long-range transportation plan is for the year 2020 and a minimum 20-year time frame is needed for a transportation plan.

                     This plan will involve the identification of deficiencies and provide recommendations of priority improvements to address future transportation needs of Lake County.

                     Roadway, transit, and non-motorized modes of travel will be addressed.

                     The CMAP federal funding agreement, for $300,000 was approved at the September 2009 County Board meeting.

                     This resolution authorizes the execution of a professional services agreement with Transystems, Inc., Schaumburg, Illinois.

                     This resolution also appropriates $515,000 of Matching Tax Funds and designated as Section 09-00000-19-ES.

R E S O L U T I O N

 

WHEREAS, the Chicago Metropolitan Agency for Planning (CMAP) is the staff to the Chicago urbanized region, federally mandated, metropolitan planning organization (MPO) and said MPO in cooperation with the Illinois Departmental of Transportation (IDOT) and the CMAP Board undertakes transportation planning studies utilizing federal transportation planning funds administered by IDOT; and

 

WHEREAS, the Chicago Metropolitan Agency for Planning (CMAP) is nearing completion of its GO TO 2040 Comprehensive Regional Plan including the transportation component; and

 

WHEREAS, the CMAP transportation component of the GO TO 2040 Comprehensive Regional Plan will provide guidance for some regional transportation issues, which now need to be addressed at the smaller sub-regional county level; and

 

WHEREAS, the current Transportation Plan for Lake County, for highways, transit and bicycles, is the Lake County Year 2020 Transportation Priority Plan,  which was adopted by the County Board on June 11, 2002, and which now needs to be updated; and

 

WHEREAS, in accordance with 605 ILCS 5/5-301 of the Illinois Highway Code, the County Engineers of the State of Illinois are required to develop and update a 20-year long-range transportation plan for their counties; and

 

WHEREAS, the County Board of Lake County, on September 8, 2009, adopted its Lake County Strategic Plan which includes long-range transportation goals, strategic statements, strategies and proposed actions, which can in part be addressed by developing a Lake County Year 2040 Transportation Priority Plan; and

 

WHEREAS, the State of Illinois has made federal funding available to the Chicago Metropolitan Agency for Planning (CMAP) for carrying out sub-regional transportation planning throughout the metropolitan area by local units of government, including counties; and

 

WHEREAS, the County Board of Lake County, on September 8, 2009, adopted a formal agreement with the Chicago Metropolitan Agency for Planning (CMAP), to provide Lake County, by and through its Division of Transportation, federal Unified Work Program funds in the maximum amount of $300,000 to reimburse the county for up to 80% of the cost of preparing said Lake County Year 2040 Transportation Priority Plan; and

 

WHEREAS, said CMAP funding must be obligated by June 30, 2011; and

 

WHEREAS, Lake County by and through its Division of Transportation desires to have said Lake County Year 2040 Transportation Priority Plan identify the deficiencies and recommend the priority improvements necessary to address the future transportation needs of Lake County including roadway, transit and non-motorized modes of travel; and

 

WHEREAS, it is advisable that a consulting engineering firm be employed to provide professional engineering services for development of said Lake County Year 2040 Transportation Priority Plan; and

 

WHEREAS, Lake County by and through its Division of Transportation has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act (50 ILCS 510/1 et. seq.); and  

 

WHEREAS, Transystems, Inc., Schaumburg, Illinois are consulting engineers skilled in the provision of said transportation plan development; and 

 

NOW, THEREFORE BE IT RESOLVED BY this County Board of Lake County, Illinois, that Transystems, Inc., Schaumburg, Illinois be employed to provide professional engineering services for the development of the Lake County Year 2040 Transportation Priority Plan and that the Chair of the County Board, the County Clerk and the County Engineer of Lake County are authorized and they are directed to execute, on behalf of Lake County, a contract for said transportation plan preparation services between Lake County and Transystems, Inc., Schaumburg, The County Engineer shall transmit in writing the final agreement to be executed by the Chair of the Lake County Board and the County Clerk and designated as Section 09-00000-19-ES.

 

BE IT FURTHER RESOLVED that there is hereby appropriated $515,000 of Matching Tax Funds for said transportation plan preparation and designated as Section 09-00000-19-ES.

 

BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action providing the final contract cost chargeable under the funds appropriated does not exceed the appropriations.

 

BE IT FURTHER RESOLVED that the County Engineer present said Lake County Year 2040 Transportation Priority Plan for consideration/adoption by the Lake County Board as its Long Range Transportation Plan to replace said Year 2020 Lake County Transportation Priority Plan.
