Staff Summary
·      Non-Motorized Travel 2014 - Aptakisic Road at the Wisconsin Central Railroad: Consultant Agreement and Appropriation.
·      The 2009/10 Non-Motorized Travel Study identified priority gaps for pedestrian facilities along County Highways.
·      A pedestrian facility adjacent to Aptakisic Road, crossing the Wisconsin Central Railroad, will be constructed and will connect the existing pedestrian facilities that are located on both sides of the railroad.
·      FY2013 Rail-Highway Safety Program funding in the amount of $250,000 has been identified for the construction of this project.  
·      In accordance with the Local Government Professional Services Selection Act, the recommended firm is Civiltech Engineering, Inc.
·      This resolution authorizes the execution of a professional services agreement with Civiltech Engineering, Inc., Itasca, Illinois, for Phase II design engineering services and appropriates $90,000 of ¼% Sales Tax for Transportation and Public Safety funds.

R E S O L U T I O N
 
WHEREAS, non-motorized travel on the County highway system affects the safety and welfare of the motoring public; and
 
WHEREAS, non-motorized travel on the County highway system is increasing as the county becomes more urbanized; and
 
WHEREAS, Aptakisic Road, County Highway 33, is a designated route on the County highway system; and
 
WHEREAS, the 2009/2010 Non-Motorized Travel Study identified this location as a construction priority gap; and
 
WHEREAS, it is advisable that a consulting engineering firm be employed to provide Phase II design engineering services; and
 
WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.; and   
 
WHEREAS, Civiltech Engineering, Inc., Itasca, Illinois, are consulting engineers skilled in the provision of said Phase II design engineering services.
 
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that Civiltech Engineering, Inc., Itasca, Illinois, be employed to provide said Phase II design engineering services, and that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized, and they are directed to execute on behalf of Lake County, an agreement, a draft copy of said agreement attached hereto, for consultant engineering services between Lake County and Civiltech Engineering, Inc., Itasca, Illinois, at a maximum cost of services described as $74,785.
 
BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement to be executed by the County Board Chair and the County Clerk.   
 
BE IT FURTHER RESOLVED that there is hereby appropriated $90,000 of ¼% Sales Tax for Transportation and Public Safety funds for these design engineering services, and designated as Section 12-00088-20-RR.
 
BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action providing the final contract cost chargeable under the funds appropriated does not exceed the appropriation.
