Staff Summary
·      This grant No. HMGP DR-IL-1771 is through the Illinois Emergency Management Agency (IEMA).
·      IEMA will contribute $750,000 to the Gurnee Grade School project.
·      IEMA Funds will cover the cost of demolition, site restoration and project management costs.
·      Stormwater Management Commission (SMC) will manage the demolition and site restoration of the school.
·      SMC will be reimbursed by the IEMA from this grant award for grant management and technical services.
 
Body
WHEREAS, Lake County Stormwater Management Commission (SMC) is undertaking a voluntary floodprone property buyout project through the  Illinois Department of Commerce and Economic Opportunity IKE Property Buyouts Program Grant to purchase and demolish the Gurnee Grade School, District 56, which is a floodprone property in Lake County; and
 
WHEREAS, the Illinois Emergency Management Agency will contribute $750,000 to the project for the purpose of demolition, site restoration and project management expenses; and
 
WHEREAS, the Stormwater Management Commission will enter into an agreement with the Illinois Emergency Management Agency (IEMA) to manage the entire grant project, through structure demolition and property restoration as perpetual open space; and
 
WHEREAS, the SMC has authorized staff time for grant management and technical services toward the cost of implementing the IEMA Hazard Mitigation Grant Program; and
 
WHEREAS, the SMC will enter into an agreement with IEMA to receive $750,000 from the Hazard Mitigation Grant Program and this amount is not included in the current year budget.
 
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that an emergency appropriation in the amount of $750,000 in the Stormwater Management Commission budget is hereby authorized in expense budget account 212-4208091-83010 for the IEMA Hazard Mitigation Grant Program; and
 
BE IT FURTHER RESOLVED, that a corresponding emergency appropriation in the amount of $750,000 in the Stormwater Management Commission budget is hereby authorized in revenue budget account 212-4208091-45340 for the Hazard Mitigation Grant Program; and
