Joint resolution authorizing the renewal of the State’s Attorney’s Juvenile Court Services Program Prosecution Support Grant, administered by the Illinois Criminal Justice Information Authority (ICJIA), with $35,662 in federal funds for April 1, 2012 through March 31, 2013, and an emergency appropriation of $7,712.

 

Staff Summary

                     This is a renewal of the Juvenile Court Services grant, formerly the Juvenile Accountability Incentive Block Grant, a federal Office of Juvenile Justice and Delinquency Prevention (OJJDP) grant administered through the Illinois Criminal Justice Information Authority (ICJIA). Funding for this grant began in 1999 and has been renewed each year. Federal funding for this program has been approved through 2013.

                     The purpose of this grant program is to retain a sixth Assistant State’s Attorney in the Juvenile Division to allow greater focus on violent juvenile offender prosecutions, and the reduction of overall case backlog.

                     Program goals include: to continue funding support for 60% of one Assistant State’s Attorney (ASA) position; to assign all violent crime cases, to a specific ASA for case handling from arraignment through sentencing; and, charge all serious and violent crimes within a reasonable time period.

                     The emergency appropriation of $7,712 is needed to accommodate the increase in award ($6,940) and match ($772) amounts, both of which will come from non-County sources.

                     Sources of Program Funding include $35,662 in federal funds, $3,963 in matching funds provided from the State’s Attorney’s Asset Forfeiture Fund, and $20,856 in County contribution as budgeted in the State’s Attorney budget, for a grant program total of $60,481.

RESOLUTION

 

                     WHEREAS, the Illinois Criminal Justice Information Authority (ICJIA) has announced the continuation of a 12-month formula-based grant in the amount of $35,662 for the State’s Attorney’s Juvenile Court Services program, which will support the retention of prosecutors, in turn allowing a greater focus on violent juvenile offender prosecutions, and the reduction of overall case backlog; and

 

                     WHEREAS, the grant program will fund 60% of the salary of one Assistant State’s Attorney in the Juvenile Division; and

 

                     WHEREAS, the grant program budget of $60,481, as submitted to ICJIA, consists of $35,662 federal funds, $3,963 required 10% matching local funds provided from State’s Attorney Asset Forfeiture Fund 760-3318010-79920 and $20,856 in salary and fringe funds provided by the County through already-approved allocations the State’s Attorney’s FY2012 general fund budget accounts 101-3315010-51110, -72170, -74080, -74100, and -74110 ; and

 

                     WHEREAS, all costs associated with this ASA position are already appropriated in the State’s Attorneys FY12 budget, except for $7,712 which reflects the $6,940 increase in award amount and $772 increase in match mount; and

 

                     WHEREAS, it is necessary to authorize the renewal as described herein.

 

                     NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the renewal of the State’s Attorney’s Juvenile Court Services program grant, in the amount of $60,481 for the period beginning April 1, 2012 through March 31, 2013, is hereby authorized and accepted; and

 

                     BE IT FURTHER RESOLVED, that the emergency appropriation in the amount of $7,712 be approved; and

 

                     BE IT FURTHER RESOLVED, that the Chairman of the Board, the Lake County State’s Attorney, and the Lake County Treasurer are hereby authorized to execute the necessary documentation to apply for and accept the renewal; and

 

                     BE IT FURTHER RESOLVED, that grant revenue in the amount of $35,662 in federal funds from the ICJIA will be deposited to account 101-3315010-45334, $3,963 in matching funds will be transferred to account 101-3315010-49920 from account 760-3318010-79920, and $20,856 in funds are already appropriated in 101-3315010-51110, -72170, -74080, -74100, and -74110; and

 

                     BE IT FURTHER RESOLVED, that the State’s Attorney shall serve as project director for the program, and accurate records of all necessary grant compliance requirements shall be kept by the State’s Attorney Office.
