Joint resolution authorizing the execution of an agreement for consulting engineering services between Lake County and McClure Engineering Associates, Waukegan, Illinois, for Phase I and II engineering services for the removal of the intersection of Kennedy Drive at O'Plaine Road and to make an internal roadway improvements in the adjacent subdivision at a maximum cost of $52,157.50 and appropriates $65,000 of Matching Tax funds and designated as Section 09-00109-06-CH.

R E S O L U T I O N
WHEREAS, O'Plaine Road, County Highway 38, is a designated route on the county highway system; and
WHEREAS, Kennedy Drive intersects O'Plaine Road just south of Illinois Route 120; and
WHEREAS, it would be beneficial for the safety and welfare of the motoring public if the intersection of Kennedy Drive at O'Plaine Road could be removed in cooperation with the City of Waukegan; and
WHEREAS, the removal of the intersection of Kennedy Drive at O'Plaine Road requires that the public road access to the subdivision currently served by Kennedy Drive be served instead by a new road connection to Kennedy Drive with an extension of West Avenue, in cooperation with the City of Waukegan; and
WHEREAS it is advisable that a consultant engineering firm be employed to provide Phase I and II engineering services for said intersection removal and new subdivision road construction; and
WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.; and
WHEREAS, McClure Engineering Associates, Waukegan, Illinois, are consulting engineers skilled in the provision of said Phase I and II engineering services.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that McClure Engineering Associates, Waukegan, Illinois, be employed to provide said Phase I and II engineering services for the removal of the intersection of Kennedy Drive at O'Plaine Road and making internal roadway improvement in the adjacent subdivision and that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized and they are directed to execute on behalf of Lake County an agreement, a draft copy of said agreement attached hereto, for consultant engineering services between Lake County and McClure Engineering Associates, Waukegan, Illinois at a maximum cost of $52,157.50.
BE IT FURTHER RESOLVED that the County Engineer shall transmit in writing the final agreement, to be executed by the County Board Chair and the County Clerk.
BE IT FURTHER RESOLVED that there is hereby appropriated $65,000 of Matching Tax funds for these Phase I and II engineering services and designated as Section 09-00109-06-CH.
BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2, of the Illinois Compiled Statutes without further Board action providing the final contract cost chargeable under the funds appropriated does not exceed the appropriation.
