Joint Resolution providing notice to the municipalities within the Northeast Central Facilities Planning Area of an adjustment in the Lake County wholesale sewer rates for wastewater services provided by the North Shore Sanitary District.
Staff Summary
• Under the terms of the agreement between the County and the North Shore Sanitary District (NSSD) there is a provision for the NSSD to adjust the property component fee which is a component of the user charges on an annual basis.
• A notice was received from the NSSD of an increase in the District's property component fee.
• The NSSD has submitted documentation in support of a property component fee increase which results in an increase in the user fee of $0.06 per 1000 gallons for a revised wholesale rate of $3.21 per 1000 gallons.
• The effected municipalities are the Villages of Hainesville, Grayslake, Gurnee and the City of Waukegan.
• This resolution provides notice to all user municipalities in the service area of the NSSD of the wholesale sewer user fee increase effective November 1, 2008.
Body
WHEREAS, the County of Lake owns, operates and maintains numerous sanitary sewer systems, interceptor sewer systems and regional wastewater reclamation facilities throughout the County; and
WHEREAS, Lake County has entered into contractual Agreements for Sewage Disposal with several municipalities within the County for wholesale sewer service; and
WHEREAS, the Agreement with the North Shore Sanitary District provides for adjustments in rates and charges of the District; and
WHEREAS, the North Shore Sanitary District has notified the County of an adjustment in the property component rate; and
WHEREAS, these Agreements provide for adjustments in wholesale rates and charges of the County; and
WHEREAS, it is necessary for the County to provide notice to the individual municipalities regarding any adjustment in the rates.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the communities of Antioch, Bannockburn, Buffalo Grove, Grayslake, Green Oaks, Gurnee, Hainesville, Harbor Ridge, Kildeer, Lakes Region Sanitary District, Lake Villa, Lake Zurich, Libertyville, Lincolnshire, Riverwoods, Round Lake, Round Lake Beach, Round Lake Heights, Round Lake Park and Waukegan affected by this adjustment be notified of a sewer rate increase effective November 1, 2008. The sewer rates are established as follows:

B. On March 1, 2009, and March 1, 2010, the sewer rates established in Section A shall be automatically increased by 3%. Except the Southeast area which shall increase to $3.88 per 1000 gallons on March 1, 2009 and shall automatically increase by 3% on March 1, 2010, and Lakes Region Sanitary District and Round Lake which shall increase to $24.53 on March 1, 2009 and $26.33 on March 1, 2010. Following the March 1, 2010 increase, the County shall perform a Rate Analysis Study to evaluate the then current rates.
