Staff Summary
·      This request is for a Justice Assistance Grant (JAG) from the US Department of Justice, administered by the Illinois Criminal Justice Information Authority (ICJIA).
·      The Lake County State's Attorney's Office is eligible for award on behalf of the Illinois Prosecutor-based Victim Assistant's Association (IPBVAA), and wishes to support the statewide IPBVAA training through accepting this grant and acting as the pass-through agency for the funding.
·      The IPBVAA was founded in 1999 after the State of Illinois formalized its recognition of crime victims' rights through passage of the Rights of Crime Victims And Witnesses Act, reference added to the Illinois Constitution, Article I, Section 8.1, creation of a Victim Bill of Rights, and codification of §725 ILCS 120.
·      The mission of the IPBVAA is to provide training and networking opportunities to its 108 Prosecutor-Based Victim Assistant members regarding the needs and issues of crime victims.
·      The supplemental funding through grants is needed for the annual two-day training for facility rental, hotel costs, speaker fees, and printed material for its members.
·      The two-day training will provide Victim Assistants from all across the State with valuable information about legislative changes and policy issues specific to prosecutor-based victim assistance, and will provide a forum in which the association members can develop a standardized statewide protocol.
·      The program funding is for the period between July 1 and September 30, 2011, is 75% funded by federal JAG, and a 25% match is being provided by IPBVAA who is entering into a Memorandum of Understanding with Lake County on behalf of Lake County State's Attorney's Office to formalize IPBVAA's responsibility for all grant-related reporting requirements.

RESOLUTION
 
WHEREAS, the Lake County State's Attorney's Office has agreed to support the Illinois Prosecutor Based Victim Assistants Association through implementing a Justice Assistance Grant (JAG) #407407 from the Illinois Criminal Justice Information Authority; and
 
WHEREAS, Illinois Prosecutor Based Victim Assistants Association (IPBVAA) will act as a sub grantee who will facilitate the program, prepare and submit grant reports, and will maintain detailed program and fiscal records for the grant; and
 
WHEREAS, the IPBVAA will use this funding to provide a two-day statewide conference; and
 
WHEREAS, it is necessary to appropriate this amount in the Lake County State's Attorney's Office FY2011 budget since Lake County SAO is the implementing agency (the pass-through agency) for grant #407407, who will receive the federal funds and pass them through to the Illinois Prosecutor-based Victim Assistant=s Association (IPBVAA);
 
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the application, award and execution of this Justice Assistance Grant #407407 for the Lake County State's Attorney's Office on behalf of IPBVAA is hereby authorized;
 
      BE IT FURTHER RESOLVED, that an emergency appropriation in the amount of $5,710 is hereby authorized in fund 101, management center 3330010, reporting category 33004 with an equal amount of offsetting revenue in federal funds; and
 
      BE IT FURTHER RESOLVED, that the chart of accounts will be forwarded to the Controller as soon as possible; and
 
      BE IT FURTHER RESOLVED, that the Board Chair, State's Attorney, and Treasurer are hereby authorized to execute the necessary documentation to execute the award, including the Memorandum of Understanding with the IPBVAA.
