·      Intelligent Transportation System (ITS) Lake County PASSAGE, Corridor Program: Gewalt Hamilton Associates, Inc.: Consultant Agreement and Appropriation.
·      The Phase II design engineering services are to interconnect traffic signals along Illinois Route 43, Illinois Route 137, and Waukegan area (Sunset Avenue, Glen Flora Avenue, 10th Street and Dugdale Road) to Lake County PASSAGE.
·      Lake County has a satisfactory working relationship with Gewalt Hamilton Associates, Inc., Vernon Hills, Illinois, under the Local Government Professional Services Selection Act.
·      This resolution authorizes the execution of a professional services agreement with Gewalt Hamilton Associates, Inc., Vernon Hills, Illinois, for design engineering services at a maximum cost of $506,781.23 and appropriates $610,000 of ¼% Sales Tax for Transportation and Public Safety funds for that purpose.
·      Completing the design of these PASSAGE corridor signal interconnects, makes them eligible to compete for 100% federal Congestion Mitigation and Air Quality (CMAQ) program funding.
 
Body
R E S O L U T I O N
 
WHEREAS, Lake County, by and through its PASSAGE Program, endeavors to interconnect traffic control signals systems situated throughout Lake County; and
  
WHEREAS, Lake County, by and through its Division of Transportation, plan to  interconnect traffic signals along Illinois Route 43, Illinois Route 137, and Waukegan area (Sunset Avenue, Glen Flora Avenue, 10th Street and Dugdale Road) to Lake County PASSAGE; and
 
WHEREAS, it is advisable that a professional engineering services firm be employed to provide Phase II design engineering services; and
 
WHEREAS, Lake County has selected a professional engineering services firm, Gewalt Hamilton Associates, Inc., Vernon Hills, Illinois, in accordance with the Local Government Professional Services Selection Act, for said signal system enhancements including interconnection with PASSAGE.   
 
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that Gewalt Hamilton Associates, Inc., Vernon Hills, Illinois, be employed to provide professional services to interconnect traffic signals along Illinois Route 43, Illinois Route 137, and Waukegan area (Sunset Avenue, Glen Flora Avenue, 10th Street and Dugdale Road) to Lake County PASSAGE, and that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized and they are directed to execute, on behalf of Lake County, a contract, a draft of which is attached hereto, for the provision of said professional engineering services between Lake County and Gewalt Hamilton Associates, Inc., Vernon Hills, Illinois.
 
BE IT FURTHER RESOLVED that the County Engineer shall transmit in writing the final agreement to be executed by the County Board Chair and the County Clerk.   
 
BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action providing the final contract cost chargeable under the funds appropriated does not exceed the appropriation
