· Winchester Road will be improved at the west County campus access road.
· This improvement will include adding left turn lanes east bound into the west County access road and west bound into Butler Lake Park, and a barrier median at the Metra tracks.
· This improvement will also require the construction of compensatory flood storage and reconstruction of Butler Lake Park's parking lot.
· This resolution authorizes the execution of an agreement with the Village of Libertyville for the construction of compensatory flood storage and reconstruction of Butler Lake Park's parking lot.

R E S O L U T I O N
WHEREAS, Winchester Road, County Highway 69, is a designated route on the County highway system; and
WHEREAS, Winchester Road is in need of left turn lanes, east bound into the west County access road and west bound into Butler Lake Park, and a barrier median at the Metra tracks; and
WHEREAS, this improvement will require the construction of compensatory flood storage and reconstruction of the Butler Lake Park's parking lot; and
WHEREAS, Lake County and the Village of Libertyville are desirous of entering into an agreement providing the terms and conditions for the construction of compensatory flood storage and reconstruction of Butler Lake Park's parking lot, a draft copy attached hereto.
NOW, THEREFORE BE IT RESOLVED, that the County Board Chair, the County Clerk, and the County Engineer of Lake County, Illinois, are authorized and they are hereby directed to execute an agreement and any subsequent amendments, between Lake County and the Village of Libertyville stating the terms and conditions for the construction of compensatory flood storage and reconstruction of Butler Lake Park's parking lot.
BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement and any amendments to be executed by the County Board Chair and the County Clerk.
