Joint resolution authorizing a contract with Tyler Technologies, Inc, Tyler, Texas, to provide artificial intelligence services for the Lake County Circuit Clerk’s Office in the amount of $259,906.36.

 

Staff Summary

                     The Circuit Clerk’s Office entered into an agreement with Computer Systems Innovations, LLC (CSI), a company that provides artificial intelligence (AI) automation, redaction, and indexing solution for courts, recorders, attorneys, and others, for the implementation and ongoing maintenance, licensing and support (annual fees) for artificial intelligence (AI) software in December of 2022. The software provides the Circuit Clerk’s Office the use of two bots to complete data entry by reviewing documents coming in through an e-Filing portal and imputing the data into the new case management system. This allows the Circuit Clerk’s Office to be repurposed to assist the public and manage the changes in legislation and Supreme Court changes.

                     Tyler Technologies acquired CSI in June 2023 and the Circuit Clerk’s Office went live with the software in October 2023.

                     The implementation fees and the first year of annual fees were paid in full at the time the contract was executed. A new agreement is necessary for ongoing maintenance, support, and licensing.

                     Pursuant to Chapter 33.066 Bid Exemption of the Lake County Purchasing Ordinance, the Purchasing Agent engaged an ad hoc committee that approved a bid exemption on the basis of the fact that there is only one source for the required service.

                     The Circuit Clerk’s Office will enter into a five-year agreement with Tyler Technologies from August 2024 through August 2029. The ongoing costs for Artificial Intelligence Services are $259,906.36 for the first year, with a 4% increase annually, which includes maintenance, support and licensing. This expense will be paid through the Circuit Clerk’s office Court Document Storage Fund.

RESOLUTION

 

WHEREAS, the Circuit Clerk’s Office entered into an agreement with Computer Systems Innovations, LLC (CSI) for the implementation and ongoing maintenance, licensing and support (annual fees) for artificial intelligence (AI) software in December of 2022; and

 

WHEREAS, the software provides the Circuit Clerk’s Office the use of two bots to complete data entry by reviewing documents coming in through an e-Filing portal and imputing the data into the new case management system; and

 

WHEREAS, Tyler Technologies acquired CSI in June 2023 and the Circuit Clerk’s Office went live with the AI software in October 2023; and

 

WHEREAS, the implementation fees and the first year of annual fees were paid in full at the time the contract was executed and a new contract is necessary for ongoing annual maintenance and licensing; and

 

WHEREAS, pursuant to Chapter 33.066 Bid Exemption of the Lake County Purchasing Ordinance, the Purchasing Agent engaged an ad hoc committee that approved a bid exemption.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is authorized to enter into a contract with Tyler Technologies, Tyler, TX for a five-year agreement in the amount of $259,906.36 for the first year, with a 4% increase annually to be paid through the Circuit Clerk’s office Document Storage Fund.
