Staff Summary
• Phase III professional construction engineering services will be utilized for improvements of Deerfield Road, from Illinois Route 21 (Milwaukee Avenue) to Saunders Road, inclusive of reconstructing the roadway, adding a center turn lane, intersection improvements at Saunders, Portwine, and United States Route 45/Illinois Route 21, new non-motorized facilities, traffic signal interconnects, drainage improvements, and bridge rehabilitation.
• Lake County selects professional engineering firms in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.
• The Lake County Division of Transportation’s Consultant Selection Process has been approved by the Federal Highway Administration and the Illinois Department of Transportation, and the firm selected for this project was selected in accordance with this approved process.
• The Lake County Division of Transportation received Statements of Interest and Qualifications from 15 engineering firms, and the consultant selection committee ranked Christopher B. Burke Engineering, Ltd. as the most qualified in addition to having successful relationships on past projects.
• This improvement is included in the Transportation Improvement Program, with construction anticipated to begin in 2026, and designated as Section 15-00038-07-WR.

RESOLUTION
WHEREAS, Deerfield Road, County Highway 11, is a designated route on the county highway system; and
WHEREAS, Lake County believes it would be beneficial for the safety and welfare of the traveling public if Deerfield Road, from Illinois Route 21 (Milwaukee Avenue) to Saunders Road, could be improved inclusive of reconstructing the roadway, adding a center turn lane, intersection improvements at Saunders, Portwine, and United States Route 45/Illinois Route 21, new non-motorized facilities, traffic signal interconnects, drainage improvements, and bridge rehabilitation; and
WHEREAS, Phase III professional construction engineering services are required for these improvements; and
WHEREAS, it is advisable that a consultant engineering firm be employed to provide these services; and
WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.; and
WHEREAS, Christopher B. Burke Engineering, Ltd., Rosemont, Illinois, are consulting engineers skilled in the provision of these Phase III professional construction engineering services; and
WHEREAS, Lake County, by and through its Division of Transportation, incurs other associated project costs and fees that are paid for outside of this engineering contract; and
WHEREAS, an appropriation of funds is required.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized, and are hereby directed to execute on behalf of Lake County, an agreement, and any amendments, between Lake County and Christopher B. Burke Engineering, Ltd., Rosemont, Illinois, at a maximum amount of $4,457,000 for Phase III professional construction engineering services for improvements along Deerfield Road, from Illinois Route 21 (Milwaukee Avenue) to Saunders Road, a draft copy of which is attached hereto; and
BE IT FURTHER RESOLVED, that the County Engineer shall transmit, in writing, the final agreement, and any amendments, to be executed by the County Board Chair and the County Clerk; and
BE IT FURTHER RESOLVED, that there is hereby appropriated $5,350,000 of ¼% Sales Tax for Transportation funds for these Phase III professional construction engineering services and other associated project costs, and designated as Section 15-00038-07-WR; and
BE IT FURTHER RESOLVED, that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further board action providing the final contract cost chargeable under the funds appropriated does not exceed the appropriation.
