Resolution authorizing the upgrade of the existing security information management software at the Lake County Jail by Stanley Convergent Security Solutions, Noblesville, Indiana, in an amount not to exceed $188,625.
Staff Summary
· The Lake County Jail has utilized a security information management software to control the movement through the detention doors since 2005.
· The current software has reached the end of its life due to the discontinuation of Windows XP operating system.
· Stanley has recommended that Lake County upgrade to their latest software version 10.6 for timely support of the software.
· Stanley will provide a redundant Programmable Logic Controller and Building Automation and Control Networks (BACnet) building automation gateway for additional reliability and monitoring.
· Stanley Convergent Security Solutions, Noblesville, Indiana, is the one source for the required software licensing and installation services.
· Pursuant to Article 6, Section102 of the Lake County Purchasing Ordinance, the Purchasing Agent consulted with an ad hoc review group that approved a bid exemption on the basis of there is only one source for the required goods, service, or construction item.
· This contract will cost the County an amount not to exceed $188,625.

WHEREAS, the Lake County Jail has utilized the physical security information management software to control the movement through the detention doors since 2005; and
WHEREAS, the current software has reached the end of its useful life; and
WHEREAS, Stanley has recommended that Lake County upgrade to the latest software version 10.6 for timely support of the software, provide a redundant Programmable Logic Controller and Building Automation and Control Networks (BACnet) building automation gateway for additional reliability and monitoring; and
WHEREAS, Stanley Convergent Security Solutions, Noblesville, Indiana, is the only one source for the required software licensing and installation services; and

NOW, THEREFORE, BE IT RESOLVED, by this Lake County Board, that the Purchasing Agent is authorized to upgrade Security Information Management software at the Lake County Jail with Stanley Convergent Security Solutions, Noblesville, Indiana, in an amount of $188,625 to be charged to account number #101-1103285-82020.
