Ordinance amending Chapter 110 - Licensing of Amusements as it relates to raffles and amusement devices.
Staff Summary
• The Lake County Board adopted provisions for raffles (§§ 110.17 -110.23) in Chapter 110 - Licensing of Amusements in 1977 and last amended in 2020.
• Provisions for Amusement Devices (§§ 110.35 -110.41) in Chapter 110 - Licensing of Amusements was originally adopted in 1977 and last amended in 2020.
• Revisions are proposed to multiple sections of Chapter 110 - Licensing of Amusements as it relates to raffles and amusement devices for clarity, precision and consistency based on experience enforcing the provisions. These revisions include:
o Removal of the requirement for prior five-years of experience prior to being eligible for application to host a raffle (§ 110.17 ELIGIBILITY)
o Increase of license fee for raffle permits from $5 to $25 (§ 110.21 LICENSE FEE).
o Allowance for submittal of application electronically and without notarization (§ 110.22 SUBMITTAL AND APPROVAL and § 110.38 APPLICATION (2)).
o Change in the verbiage from “any coin in the slot operated amusement device” to “amusement device operated through any means of payment” throughout the Ordinance.

ORDINANCE
WHEREAS, the Lake County Board adopted provisions for raffles (§§ 110.17 -110.23) in Chapter 110 - Licensing of Amusements in 1977 and last amended in 2020; and
WHEREAS, provisions for Amusement Devices (§§ 110.35 -110.41) in Chapter 110 - Licensing of Amusements was originally adopted in 1977 and last amended in 2020; and
WHEREAS, revisions are proposed to multiple sections of Chapter 110 - Licensing of Amusements as it relates to raffles and amusement devices for clarity, precision and consistency based on experience enforcing the provisions. These revisions include:
o Removal of the eligibility requirement for organizations to be in existence continuously for a period of five-years (§ 110.17 ELIGIBILITY)
o Increase of license fee for a raffle permit from $5 to $25 (§ 110.21 LICENSE FEE).
o Allowance for submittal of application electronically and without notarization (§ 110.22 SUBMITTAL AND APPROVAL and § 110.38 APPLICATION (2)).
o Change in the verbiage from “any coin in the slot operated amusement device” to “amusement device operated through any means of payment” throughout the Ordinance.
NOW, THEREFORE, BE IT ORDAINED, by this County Board of Lake County, Illinois, that amendments to the Lake County Code of Ordinances, Chapter 111, as attached to this ordinance be adopted and be made effective immediately.
