Joint resolution authorizing the execution of an agreement for consulting services with Victor S. Teglasi of Scarsdale, New York at a cost of $158,840 to upgrade the current Lake County Division of Transportation’s (LCDOT) licensed Capital Program Management System (CPMS), appropriating $175,000 of Matching Tax funds for these services, and designating as Section 12-00000-11-EG.

                     CPMS Upgrade Consultant Agreement and Appropriation.

                     LCDOT is a licensed user of CPMS since 1990.

                     CPMS is used extensively for a combined source of data in managing key documents, including:  the County’s five-year program, the County’s annual program, IDOT motor fuel tax (MFT) reports, and the LCDOT bonding program.

                     CPMS Windows-based version needs to be upgraded to SQL for a more modern and robust environment.

                     This resolution authorizes a consulting agreement for these services, and appropriates $175,000 of Matching Tax funds designated as Section 12-00000-11-EG.

R E S O L U T I O N

 

WHEREAS, since 1990, the LCDOT has been a licensed user of CPMS, a software system developed by Victor S. Teglasi of Riverdale, New York, and modified for use by the Licensee; and,

 

WHEREAS, the CPMS is used extensively by LCDOT throughout the year, serving as a single combined source of data and reporting tool for (a) preparation of the County’s five-year transportation improvement program, (b) budget submittals to the County Administrator’s Office (CAO)/Financial and Administrative Services Department (FAS), (c) management of the County’s Annual Program (budget, cash and projects), (d) annual reporting to IDOT (on the use of motor fuel tax funds), and (e) reconciliation of bond funding/LCDOT bonding program; and,

 

WHEREAS, in January of 2000, the County Board authorized the execution of an agreement between the County and Victor S. Teglasi for the programming required to convert (upgrade) CPMS from a DOS-based application to a Microsoft Windows-based application; and

 

WHEREAS, said Windows-based version of CPMS has served the needs of LCDOT for over twelve years; however, changing business needs, combined with the opportunity to take advantage of a newer and more powerful technology, warrant another major upgrade to CPMS, that being the upgrade from a Windows NT-based application to an SQL application, representing a more modern, more robust environment for back-end database management, i.e., an enterprise-based model.

 

NOW, THEREFORE, BE IT RESOLVED by this Lake County Board, that the Chairman of the County Board, the County Clerk and the County Engineer of Lake County are hereby authorized and directed to execute on behalf of Lake County an agreement for consulting services between Lake County and Victor S. Teglasi of Riverdale, New York, for consulting services to upgrade CPMS from a Windows-based environment to a SQL environment, draft of said agreement attached hereto. 

 

BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement to be executed by the County Board Chair and the County Clerk.

 

BE IT FURTHER RESOLVED that there is hereby appropriated $175,000.00 of Matching Tax funds to provide for these consulting services, designated as Section 12-00000-11-EG.

 

BE IT FURTHER RESOLVED that this agreement shall be administered in accordance with Chapter 605 Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action, provided the final contract cost chargeable under the funds appropriated does not exceed the appropriation.
