Joint resolution approving the Fourth Amendment to Program Year (PY) 2023 Department of Housing & Urban Development (HUD) Annual Action Plan (AAP).
Staff Summary
• HUD requires the submission of an AAP and associated amendments to govern expenditure of federal housing and community development funding for each program year.
• The fourth amendment to the PY 2023 AAP makes the following changes:
o Reallocation of $218,085 of HOME funds from the Community Partners for Affordable Housing (CPAH) Lake Plane Apartment project and to the CPAH Eve B. Lee Senior Apartment project.
o Allocation of $300,000 of HOME funds to Urban Muslim Minority Alliance (UMMA) to support the acquisition of four affordable rental units.
o Scope change to remove geographic restrictions on the Community Land Trust (CLT) program with Community Partners for Affordable Housing CPAH.
o Scope change to the Waukegan Housing Authority (WHA) and Bear Development Ravine Terrace project to include the 28 units of new construction at a separate location.

RESOLUTION
WHEREAS, the U.S. Department of Housing and Urban Development (HUD) requires the submission of an Annual Action Plan (AAP) to govern the expenditure of federal entitlement funding; and
WHEREAS, an amendment to the AAP is required to substantially change the purpose, location, scope or beneficiaries of a project; and
WHEREAS, the proposed fourth amendment to the Program Year 2023 AAP reallocates $218,085 of HOME funds from the Community Partners for Affordable Housing (CPAH Lake Plane Apartment project to the CPAH Eve B. Lee Senior Apartment project; and
WHEREAS, the proposed fourth amendment to the Program Year 2023 AAP allocates $300,000 of HOME funds to Urban Muslim Minority Alliance (UMMA) to support the acquisition of four affordable rental units; and
WHEREAS, the proposed fourth amendment to the Program Year 2023 AAP changes the scope to remove geographic restrictions on the Community Land Trust (CLT) program with CPAH; and
WHEREAS, the proposed fourth amendment to the Program Year 2023 AAP changes the scope to the Waukegan Housing Authority (WHA) and Bear Development Ravine Terrace project to include the 28 units of new construction at a separate location.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois that fourth amendment to the Program Year 2023 AAP is hereby approved; and
BE IT FURTHER RESOLVED, that the chair of the Lake County Board or their designee is hereby authorized to execute the necessary documents to complete the submission of the amended Program Year 2023 AAP.
