Staff Summary
·      Lake County is currently experiencing crowded conditions in its jail, and operational challenges related to space constraints in the court facilities.  The County recognizes that there are short and long term needs for additional space in the jail and for court operations.  In March of 2008, the Judicial Facilities Review Committee (JFRC), was formed by the Lake County Board to review these issues and make recommendations back to the County Board.
·      The JFRC initially contracted with Francis Cauffman in association with Justice Served and MGT America to determine whether any operational changes could assist in alleviating these space issues and they completed their phase I recommendations in 2010.
·      The Lake County Judicial System Agencies have already begun to implement many of the recommendations that resulted from Agency and JFRC work including moving the two felony courtrooms located in the Court Annex to the Babcox Justice Center to minimize inmate transport time from the jail and creation of two in-custody arraignment calls per week in the Babcox Justice Center to reduce overcrowding in the bullpen.  The Justice Agencies are also working together to implement several other recommendations.
·      In addition, there is a need to contract with Justice Served in association with MGT America to begin implementation of the top three priorities from the Phase I recommendations including development of a jail classification system to better manage inmate populations, jail holding cell security, and facilitation of further implementation of differentiated case management.
·      This contract represents a portion of the JFRC efforts for phase II implementation and additional work elements will be presented at future meetings.  The cost to Lake County for this contract is an amount not to exceed $95,353 charging it to account 101-1102040-71150-11011.

WHEREAS, Lake County is currently experiencing crowded conditions in its jails, and operational challenges related to space constraints in the court facilities.  The County fully recognizes the long term need for additional space in the jail and for court operations.  Current budget conditions will make these needed facility projects difficult, and in addition, it will be time consuming to plan and fund.
WHEREAS, The County would like to determine if any operational changes could assist in alleviating these space issues prior to funding any capital projects.  In addition, the County recognizes, and wishes to continue supporting, the many strengths in each of the judicial offices and numerous examples of the judicial offices working together.
WHEREAS, Lake County issued Statement of Interest #28220 that included Lake County's desire to establish a relationship with a consultant to determine operational efficiencies that may be gained in the Lake County Criminal Justice system.
WHEREAS, this is Phase II of a multi-phased project that will review operations, identify certain opportunities for efficiencies, and make recommendations for further action;
WHEREAS, the JFRC has evaluated the phase I study recommendations and set jail classification, jail holding cell security, and differentiated case management as their top three priority projects for implementation; and
WHEREAS, the Study of Operational Efficiency in the Criminal Justice System has many recommendation and the JFRC expects additional phases for implementation of the remaining recommendations; and
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is authorized to negotiate and enter into a contract with Justice Served of Eureka, California in association with MGT America for consulting services to conduct Phase II implementation of the Study of Operational Efficiencies in the Lake County Criminal Justice system in the amount of $95,353 charging accounts 101-1102040-71150-11011.
