R E S O L U T I O N
WHEREAS, Winchester Road (County Highway 69) is designated route on the county highway system; and
WHEREAS, the Northeastern Illinois Regional Commuter Rail Corporation operates the Metra Milwaukee District North Line Commuter Railroad in the Villages of Grayslake and Libertyville, and
WHEREAS, in order to ensure the free flow of traffic and the safety and welfare of the motoring public and in compliance with the Federal Railroad Administration nationwide rules, the Villages of Grayslake and Libertyville are desirous of establishing a Quiet Zone along the Metra Milwaukee District North Line in the said Villages; and
WHEREAS, the temporary installation of supplemental safety measures in the form of delineators is required by the Federal Railroad Administration at the Winchester Road crossing; and
WHEREAS, the Villages of Grayslake and Libertyville have agreed to undertake the installation and maintenance of the temporary delineators and pay all costs associated with the temporary delineators; and
WHEREAS, the Villages of Grayslake and Libertyville are desirous of Lake County to install permanent supplemental safety measures in the form of barrier medians east and west of the crossing of the Metra Milwaukee District North Line at Winchester Road as part of the future County improvements associated with the Libertyville Campus west access road; and
WHEREAS, the Villages of Grayslake and Libertyville have agreed to pay all costs associated with the design and construction of said permanent barrier medians; and
WHEREAS, Lake County and the Villages of Grayslake and Libertyville are desirous of entering into an agreement stating the terms and conditions for said installation of temporary delineators and the installation of permanent barrier medians, a draft copy of which is attached hereto.
NOW, THEREFORE BE IT RESOLVED, by this County Board of Lake County, that the Chair of the County Board, the County Clerk, and the County Engineer of Lake County, Illinois, are authorized, and are hereby directed to enter into an agreement among Lake County and the Villages of Grayslake and Libertyville stating the terms and conditions for the installation of temporary delineators and the installation of permanent barrier medians at Winchester Road and the Metra Milwaukee District North Line rail tracks. The County Engineer shall transmit in writing the final agreement to be executed by the Chair of the Lake County Board and the County Clerk.
