RESOLUTION
WHEREAS, HUD requires the submission of an Annual Action Plan (AAP) to govern the expenditure of federal entitlement funding; and
WHEREAS, the PY 2024 AAP details the expenditure of $2,834,416 Community Development Block Grant (CDBG), $1,515,348 HOME Investment Partnership (HOME), and $224,552 Emergency Solutions Grant (ESG); and
WHEREAS, the Lake County Consortium Citizens Participation Plan (CPP) outlines the public process adhered to for the creation of the PY 2024 AAP; and
WHEREAS, in accordance with the Lake County CPP a series of public meetings were held to discuss the PY 2024 AAP including a public hearing at the June 12, 2024, meeting of the HCDC; and
WHEREAS, following the public hearing on June 12, 2024, the Lake County HCDC voted to approve the PY 2024 AAP.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the PY24 AAP is hereby approved and an emergency appropriation in the amount of $29,947 is hereby authorized in the Fiscal Year 2024 budget in the Fund 740 HUD Grants budget as detailed in the attachment; and
BE IT FURTHER RESOLVED, that the Chair of the Lake County Board or their designee is hereby authorized to execute all necessary documents including grant agreements, lien releases, loan modifications, lien subordinations, and other administrative documents necessary to carry out the PY 2024 AAP projects and complete the submission of the PY 2024 AAP.
