Staff Summary
·      Deerfield Parkway and Buffalo Grove Road Resurfacing: Consultant Agreement and Appropriation.
·      Consulting engineering services will be utilized to prepare plans, specifications and estimates of costs for this roadway resurfacing for a 2012 letting.
·      The project will consist of the installation of ultra-thin concrete whitetopping over a milled bituminous surface on the two roads and building a connecting sidewalk along Deerfield Parkway.
·      The selected and recommended consultant is McDonough Associates, Inc., Chicago, Illinois at a maximum cost of services of $57,604.41.
·      This resolution also appropriates $70,000 of Matching Tax funds for these engineering services designated as Section 10-00999-11-RS.

R E S O L U T I O N
 
WHEREAS, Deerfield Parkway, County Highway 11, and Buffalo Grove Road, County Highway 16, are designated routes on the county highway system; and
 
WHEREAS, it would be beneficial to the safety and welfare of the motoring public if Deerfield Parkway, Busch Parkway to Barclay Boulevard, and Buffalo Grove Road at Sandalwood Road could be resurfaced; and
 
WHEREAS, the project will consist of the installation of ultra-thin concrete whitetopping over a milled bituminous surface on the two roads and building a connecting sidewalk along Deerfield Parkway; and
 
WHEREAS, it is advisable that a consulting engineering firm be employed to provide Phase II design engineering services; and
 
WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act (50 ILCS 510/1 et. seq.); and
 
WHEREAS, McDonough Associates, Inc., Chicago, Illinois, are consulting engineers skilled in the provision of said Phase II design engineering services.
 
NOW, THEREFORE BE IT RESOLVED BY this Lake County Board, that McDonough Associates, Inc., Chicago, Illinois, be employed to provide said Phase II design engineering services, and that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized and they are directed to execute, on behalf of Lake County, an agreement for consultant engineering services between Lake County and McDonough Associates, Inc., Chicago, Illinois, a draft copy of which is attached hereto, and such authorization shall include any necessary subsequent amendments.
 
BE IT FURTHER RESOLVED that the County Engineer shall transmit in writing the final agreement to be executed by the County Board Chair and the County Clerk.
 
BE IT FURTHER RESOLVED that there is hereby appropriated $70,000.00 of Matching Tax funds for these engineering services designated as Section 10-00999-11-RS.
 
BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action providing the final contract cost chargeable under the funds appropriated does not exceed the appropriations provided.
